           พระเจ้าวรวงศ์เธอ กรมหมื่นนราธิปพงศ์ประพันธ์ ประทานคำอธิบายไว้ว่า

               ๒. วัฒนธรรมทางจิตใจ เป็นสิ่งที่ทำให้ปัญญาและจิตใจมีความเจริญงอกงาม ได้แก่ การศึกษา วิชาความรู้อันบำรุงความคิดทางปัญญา ศาสนา จรรยา ศิลปะ และวรรณคดี กฎหมายและระเบียบประเพณี ซึ่งส่งเสริมความรู้สึกทางจิตใจให้งอกงามหรือสบายใจ
