กองอุทยานแห่งชาติ กรมป่าไม้ ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งมีมติในการประชุมเมื่อวันที่ 12 ธันวาคม 2521 เห็นชอบให้กำหนดพื้นที่ป่าดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าภูเรือ ในท้องที่ตำบลอาฮี ตำบลท่าลี่ อำเภอท่าลี่ และตำบลลาดค่าง ตำบลหนองบัว ตำบลร่องจิก อำเภอภูเรือ จังหวัดเลย ให้เป็นอุทยานแห่งชาติ ซึ่งประกาศไว้ในราชกิจจานุเบกษา เล่ม 96 ตอนที่ 124 ลงวันที่ 26 กรกฎาคม 2522
