เมื่อวันที่ 19 กุมภาพันธ์ 2532 พระบาทสมเด็จพระเจ้าอยู่หัว ได้พระราชทานพระราชดำริ ให้กรมชลประ

พื้นที่เพาะปลูกเขตลุ่มน้ำป่าสัก และบรรเทาอุทกภัยในเขตลุ่มน้ำป่าสัก เขตกรุงเทพมหานครและปริมณฑล ซึ่งก่อน

ได้มีคำสั่งแต่งตั้งคณะกรรมการ พิจารณาศึกษาโครงการเขื่อนเก็บกักน้ำแม่น้ำป่าสัก โดยมีเลขาธิการ กปร.เป็น
ประธานกรรมการ ต่อมาเมื่อวันที่ 3 พฤษภาคม 2537คณะรัฐมนตรีมีมติอนุมัติให้กรมชลประทาน และส่วนราชการที่
เกี่ยวข้องดำเนิน การตามโครงการดังกล่าวได้ โดยเริ่มต้นก่อสร้างเมื่อ วันที่ 2 ธันวาคม 2537 และใช้ชื่อโครงการว่า
"โครงการพัฒนาลุ่มน้ำป่าสักอันเนื่องมาจาก พระราชดำริ"
