ระบบการศึกษาของเวียดนาม
ปัจจุบันเวียดนามแบ่งลักษณะของการจัดการศึกษาไว้ 5 ลักษณะ คือ
1. การศึกษาระดับก่อนประถมศึกษา (Pre-School Education)
ประกอบด้วยการเลี้ยงดูเด็ก สำหรับเด็กอายุ 6 เดือนถึง 3 ปี และอนุบาลสำหรับเด็กอายุ 3-5 ปี
2. การศึกษาสามัญ (5 - 4 – 3)
• ระดับประถมศึกษาเป็นการศึกษาภาคบังคับ 5 ปี ชั้น 1-5
• ระดับมัธยมศึกษาตอนต้น คือชั้น 6-9
• ระดับมัธยมศึกษาตอนปลาย คือชั้น 10-12
3. การศึกษาด้านเทคนิคและอาชีพ มีเทียบเคียงทั้งระดับมัธยมศึกษาตอนต้นและตอนปลาย
4. การศึกษาระดับอุดมศึกษา แบ่งเป็นระดับอนุปริญญา (Associate degree) และระดับปริญญา
5. การศึกษาต่อเนื่อง เป็นการศึกษาสำหรับประชาชนที่พลาดโอกาสการศึกษาในระบบสายสามัญและสาย อาชีพ
การจัดการศึกษาขั้นพื้นฐานในปัจจุบันของเวียดนาม
1.การศึกษาก่อนวัยเรียน
การศึกษาก่อนวัยเรียนประกอบด้วย สถานรับเลี้ยงเด็กเล็ก (creches) ซึ่งจัดให้แก่เด็กที่มีอายุระหว่าง 6 เดือน – 3 ปี และโรงเรียนอนุบาล (kindergarten) สำหรับเด็กอายุตั้งแต่ 4 – 6 ปี ซึ่งประกอบด้วยการศึกษาที่เป็นทางการและไม่เป็นทางการ ดังนี้
1) การศึกษาที่เป็นของทางการ (Formal creches and kindergarten classes) จัดโดย หมู่บ้าน ชุมชน หน่วยงานของรัฐบาล โรงงานและสหกรณ์ ลักษณะของสถานรับเลี้ยงเด็ก มีทั้งที่เปิดสอนทั้งวัน ครึ่งวัน หรือเป็นบางช่วง สถานที่เปิดร่วมกับโรงเรียนอนุบาล โรงเรียนอนุบาลเฉพาะ มีหน้าที่หลักคือ
1. พัฒนาเด็กที่มีอายุต่ำกว่า 6 - 7 ปี ในทุกด้าน
2. ให้ความรู้แก่พ่อแม่ในการเลี้ยงดูเด็ก
3. ทำงานใกล้ชิดกับพ่อแม่ด้านการเลี้ยงดู และให้การศึกษาแก่เด็ก
ในส่วนวัตถุประสงค์ก็เพื่อที่ให้ได้เด็กที่เป็นคนสมบูรณ์ทั้งทางร่างกาย จิตใจ และมีความเฉลียวฉลาด เป็นคนที่มีความซื่อสัตย์ สุภาพ กล้าหาญ กระตือรือร้น มีความฉลาด มีทักษะในการสังเกต เปรียบเทียบ มีความรัก รู้จักสงวนรักษาและสร้างสรรค์สิ่งที่สวยงาม เนื้อหาที่สอนจะครอบคลุมสุขภาพ พลศึกษา การเคลื่อนไหว พัฒนาการทางภาษา การสังเกตสิ่งแวดล้อม ดนตรี สัญลักษณ์ทางคณิตศาสตร์ และ จริยศึกษาเป็นหลัก
2) การศึกษาที่ไม่เป็นทางการ (Non-formal creches and kindergaten classes) อาจจัดที่บ้าน จัดที่เลี้ยงเด็กในเมือง โรงเรียนอนุบาลในเมือง ส่วนใหญ่จะ ดูแลโดยกลุ่มพ่อแม่ ผู้ปกครอง แต่โดยความควบคุมของรัฐ พ่อแม่จะการศึกษาสามัญ
การศึกษาสามัญ (General Education ) ของเวียดนาม มี 3 ระดับ คือ ประถมศึกษา มัธยมศึกษาตอนต้น และ มัธยมศึกษาตอนปลาย
1) การประถมศึกษา มี 5 ระดับ ตั้งแต่ระดับ 1 ถึงระดับ 5 จุดประสงค์เพื่อพัฒนาเด็กทางด้านสติปัญญา อารมณ์ และร่างกาย เมื่อจบชั้นประถมศึกษา เด็กจะสามารถมีทักษะทางการฟัง การพูด การอ่าน การเขียน ทั้งภาษาและการคำนวณ มีความรู้เบื้องต้นเกี่ยวกับธรรมชาติของสังคมและมนุษย์ พัฒนาความคิดและการดูแลรักษาความสะอาดในสถานที่ต่าง ๆ รวมทั้งให้มีความรักและซาบซึ้งในสิ่งสวยงาม ให้เด็กรู้จักประดิษฐ์คิดค้นงานฝีมือง่าย ๆ ศิลปะการกีฬา นอกจากนั้นยังส่งเสริมและค้นหาความสามารถพิเศษของเด็ก (Gifted Children) โดยเฉพาะทางด้านกีฬาและศิลปะด้วย
ในการจัดหลักสูตร แบ่งเป็น 3 กลุ่ม กลุ่มแรกสำหรับเด็กทั่วไป กลุ่ม 2 สำหรับเด็กโตและเด็กด้อยโอกาส และกลุ่ม 3 สำหรับพวกชนกลุ่มน้อย เนื้อหาจะให้น้ำหนักกับภาษาเวียดนามและคณิตศาสตร์เป็นพิเศษ เมื่อจบปีที่ 5 จะต้องสอบ “Primary Graduation Examination” ด้วย จึงจะได้วุฒิบัตร
โดยได้กําหนดวัตถุประสงค์เฉพาะด้านการปฏิรูปการศึกษาไว้ดังนี้
1. ยกระดับปรับโครงสร้างและจัดสร้างให้โรงเรียนประถมศึกษาและชั้นเรียนประถมศึกษาปรับโรงเรียนประถมศึกษาส่วนใหญ่จัดการเรียนการสอนเต็มวันแทนแบบเดิมที่เรียนเพียงครึ่งวัน
2. ปรับปรุงคุณภาพทางตําราอุปกรณ์การสอนวิธีการสอนของครูและคุณภาพของผู้ที่ เป็นครู
3. มีชั้นเรียนแบบสหชั้นเรียน(Multi–grade classes) ในท้องที่ชนบทโดยเฉพาะเด็กบริเวณเทือกเขาสูง กลุ่มชนตามแนวสามเหลี่ยมแมน้ําโขง(The Mekhong River) และชนกลุ่มน้อย
4. ขยายโรงเรียนเพื่อเด็กพิการและพยายามที่ จะช่วยพัฒนาให้เด็กพิการสามารถอยู่ร่วมกับเด็กที่มีพัฒนาการปกติได้
5. ลดอัตราความศูนย์เปล่าทางการศึกษาโดยลดอัตราการเรียนซ้ำชั้นให้เหลือน้อยกว่าร้อยละ5และลดจํานวนการลาออกกลางครัน(Drop–out)จากอัตราที่สูงกว่าร้อยละ12ให้เหลือน้อยกว่าร้อยละ6 ในการจัดหลักสูตรจะแบ่งออกเป็น3 กลุ่มคือ
กลุ่มที่ 1 สําหรับเด็กทั่วไป
กลุ่มที่ 2 สําหรับเด็กโตและด้อยโอกาส
กลุ่มที่ 3 สําหรับชนกลุ่มน้อย
เนื้อหาทั้งหมดจะเน้นหนักทางด้านภาษาเวียตนามและคณิตศาสตร์เป็นพิเศษ เมื่อเด็กนักเรียนจบชั้นประถมศึกษาปีที่ 5จะต้องสอบจึงจะได้วุฒิบัตร
2) การมัธยมศึกษาตอนต้น มี 4 ชั้น คือ ชั้นระดับ 6 ถึงระดับ 9 เน้นการเรียนรู้และทักษะการสื่อสาร โดยเฉพาะการสื่อสารทำความเข้าใจกันในรูปแบบและกิจกรรมต่าง ๆ เพื่อให้มีความเข้าใจอันดีซึ่งกันและกัน เมื่อเด็กจบระดับ 9 (Grade 9) เด็กจะมีความรู้เกี่ยวกับธรรมชาติ สังคม และเทคโนโลยีทั่วไป จากการฝึกปฏิบัติ จากการเรียนรู้ที่ทันสมัยและเกี่ยวข้องกัน นอกจากนั้นยังเน้นความเป็นพลเมืองดี เน้นการงาน และเน้นการเตรียมเพื่ออาชีพด้วย ในส่วนของการส่งเสริมเด็กเก่ง (Gifted Children) แต่ละจังหวัดหรือแต่ละเมืองหรือแต่ละห้องนั้น อาจตั้งโรงเรียนหรือจัดชั้นเด็กเก่งในสาขาคณิตศาสตร์ วรรณคดี และภาษาต่างประเทศได้ ในการจัดหลักสูตร มีให้เรียนวิชาการ ให้ฝึกงาน ให้ทำกิจกรรมที่หลากหลายมาก แต่จุดเด่นในวิชาการก็ยังเน้นคณิตศาสตร์เหมือนเดิม เมื่อจบระดับ 9 แล้ว เด็กจะต้องสอบ “การสอบจบการศึกษาพื้นฐาน” (Basic General Education Examination) ถ้าผ่านจะได้รับวุฒิบัตร
