1) การศึกษาเกี่ยวกับเวลาที่ใช้ในการทำงานชิ้นหนึ่ง ๆ
2) การศึกษาเกี่ยวกับการเคลื่อนไหว (Motion) ในการทำงานเพื่อจะปรับปรุงวิธีการทำงาน
3) การแยกงานออกเป็นขั้นตอนต่างกัน เพื่อให้คนงานทำงานได้อย่างเต็มความสามารถ
จากการศึกษาเพื่อกำหนดวิธีการทำงาน โดยการวิเคราะห์เวลาและการเคลื่อนไหว (Time and motion study) ของ Taylor นั้น สาระสำคัญของแนวความคิดก็คือ การเปลี่ยนจากความไม่มีประสิทธิภาพ อันสืบเนื่องมาจากวิธีการปฏิบัติแบบไม่มีหลักเกณฑ์ มาเป็นความมีประสิทธิภาพ โดยมีวิธีการจัดการที่มีหลักเกณฑ์ (scientific methods) ที่กำหนดขึ้น โดยตัวผู้บริหารต้องเพิ่มความรับผิดชอบที่ควรจะต้องมีมากขึ้นกว่าเดิม
