บทความนี้มีวัตถุประสงค์เพื่อศึกษานโยบายที่ตอบสนองต่อการเปลี่ยนแปลงทางโครงสร้างประชากรของประเทศไทยกับประเทศญี่ปุ่น ซึ่งทั้งสองประเทศมีประชากรสูงอายุเพิ่มขึ้นอย่างต่อเนื่อง ในขณะที่ญี่ปุ่นมีประชากรผู้สูงอายุประมาณร้อยละ 25 ของประชากรทั้งประเทศ เป็นสังคมผู้สูงอายุอย่างสมบูรณ์แล้ว และไทยกำลังก้าวเข้าสู่สังคมผู้สูงอายุ โดยปัจจุบันมีประชากรผู้สูงอายุประมาณร้อยละ 16 ของประชากรทั้งประเทศ ซึ่งเป็นอัตราการเพิ่มของประชากรผู้สูงอายุที่รวดเร็วมากเมื่อเทียบกับประเทศอื่นในเอเชีย และเร็วที่สุดในประเทศอาเซียน ดังนั้น การเรียนรู้ประสบการณ์ของญี่ปุ่นเกี่ยวกับนโยบายรับมือสังคมผู้สูงอายุจึงเป็นสิ่งสำคัญยิ่ง ที่จะเป็นบทเรียนหรือแบบอย่างในการพิจารณากำหนดนโยบายรับมือสังคมผู้สูงอายุในประเทศไทย เช่น นโยบายการเกษียณอายุของข้าราชการ การจ้างงานผู้สูงอายุ การส่งเสริมบทบาทของครอบครัว และองค์กรปกครองส่วนท้องถิ่นในการดูแลผู้สูงอายุ เป็นต้น
