บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาลักษณะการใช้ระบบสารสนเทศทางธุรกิจ วิเคราะห์ประสิทธิภาพ ความสัมพันธ์ของปัจจัยสาเหตุ และสร้างรูปแบบการเสริมสร้างความสามารถเชิงสมรรถนะในการใช้ระบบสารสนเทศทางธุรกิจที่เกี่ยวข้องกับการส่งเสริมและลงทุนธุรกิจการค้าชายแดน ผู้ให้ข้อมูลหลักคือบุคคลที่เกี่ยวข้องกับการส่งเสริมและลงทุนธุรกิจการค้าชายแดนในจังหวัดอุตรดิตถ์ทั้งภาครัฐ เอกชน และองค์กรปกครองส่วนท้องถิ่น และผู้ประกอบการในแขวงไซยะบูลี สาธารณรัฐประชาธิปไตยประชาชนลาว เครื่องมือเก็บรวบรวมข้อมูลคือ แบบสัมภาษณ์ แบบสอบถาม วิเคราะห์ข้อมูลด้วยค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์ และการวิเคราะห์สมการถดถอย
ผลการวิจัยพบว่า ภาครัฐ เอกชน และองค์กรปกครองส่วนท้องถิ่นมีการใช้ระบบสารสนเทศทางธุรกิจ ที่มีการประมวลผลโดยหน่วยงานกลาง และส่วนใหญ่มีการพัฒนาระบบสารสนเทศขององค์กรในรูปแบบของเว็บไซต์เพื่อเผยแพร่ข้อมูลข่าวสารและประชาสัมพันธ์ ส่วนภาคเอกชนมีการใช้ระบบสารสนเทศร่วมกับภาครัฐและในกรณีส่งออกสินค้าจุดผ่านแดนถาวรภูดู่มีการบันทึกข้อมูลในระบบศุลกากรอิเล็กทรอนิกส์
ทางด้านประสิทธิภาพการใช้สารสนเทศทางธุรกิจในการส่งเสริมและการลงทุนธุรกิจการค้าชายแดนจำแนกตามชนิดสารสนเทศพบว่า สารสนเทศด้านการบัญชีและการเงินมีประสิทธิภาพการใช้งานสูงที่สุด รองลงมาคือ สารสนเทศด้านการบริหารทรัพยากรบุคคล สารสนเทศด้านการตลาด และสารสนเทศด้านการผลิตและบริการ ตามลำดับ และชนิดสารสนเทศดังกล่าวมีความสัมพันธ์เป็นบวก มีค่าอยู่ระหว่าง 0.59-0.87 ขณะที่ประสิทธิภาพการใช้ระบบสารสนเทศในภาพรวมมีน้ำหนักคะแนนเฉลี่ยอยู่ในระดับปานกลาง และผลการวิเคราะห์สมการถดถอยพบว่า ชนิดสารสนเทศสามารถอธิบายผลของการใช้ระบบสารสนเทศเพื่อการจัดการส่งเสริมและลงทุนธุรกิจการค้าชายแดนได้ร้อยละ 51.3
ขณะที่ประสิทธิภาพการใช้สารสนเทศทางธุรกิจในการส่งเสริมและการลงทุนธุรกิจการค้าชายแดนจำแนกตามปัจจัยสาเหตุพบว่า มิติด้านเวลามีประสิทธิภาพการเป็นสาเหตุสูงที่สุด รองลงมาคือ มิติด้านกระบวนการ มิติด้านรูปแบบ และมิติด้านเนื้อหา ตามลำดับ และปัจจัยสาเหตุดังกล่าวมีความสัมพันธ์เป็นบวก มีค่าอยู่ระหว่าง 0.91-0.95 ขณะที่ประสิทธิภาพการใช้สารสนเทศในภาพรวมนั้น มิติด้านเวลามีน้ำหนักคะแนนเฉลี่ยอยู่ในระดับมาก และที่เหลืออยู่ในระดับปานกลาง และผลการวิเคราะห์สมการถดถอยพบว่า ปัจจัยสาเหตุสามารถอธิบายผลการใช้ระบบสารสนเทศเพื่อการจัดการส่งเสริมและลงทุนธุรกิจการค้าชายแดนได้ร้อยละ 44.9
ทั้งนี้เมื่อพิจารณาลำดับความต้องการสารสนเทศทางธุรกิจการส่งเสริมและลงทุนธุรกิจการค้าชายแดนของผู้ให้ข้อมูล 3 ลำดับแรกพบว่า มีความต้องการสารสนเทศเกี่ยวข้องกับข้อมูลกฎหมายแรงงานและอัตราค่าจ้างแรงงานของการค้าชายแดน รองลงมาคือสารสนเทศเส้นทางการขนส่งสินค้าจังหวัดอุตรดิตถ์-แขวงไซยะบูลี และข้อมูลสถานที่ท่องเที่ยวในเส้นทางอุตรดิตถ์-แขวงไซยะบูลี ตามลำดับ
สำหรับรูปแบบการเสริมสร้างความสามารถเชิงสมรรถนะในการใช้ระบบสารสนเทศทางธุรกิจ ผลการวิจัยพบว่า มีรูปแบบการพัฒนาจำแนกออกเป็น ความสามารถหลัก (Core Competency) ความสามารถในการบริหารจัดการ (Management Competency) และความสามารถที่ใช้เฉพาะตำแหน่งงาน (Job Competency) ที่เป็นทั้งด้านความรู้ ความเข้าใจ การเข้าถึงระบบสารสนเทศทางธุรกิจ และทักษะการใช้งานระบบสารสนเทศ และต้องจำแนกตามกลุ่มเป้าหมายคือ ผู้ประกอบการ ภาครัฐ องค์กรเอกชน และองค์กรปกครองส่วนท้องถิ่น โดยการใช้ระบบสารสนเทศทางธุรกิจควรมีศูนย์กลางที่มีการนำข้อมูลเข้าและการประมวลผลร่วมกันและมีการแบ่งบทบาทหน้าที่การนำเข้าข้อมูลตามพันธกิจขององค์กรและพื้นที่รับผิดชอบ เพื่อความเป็นเอกภาพและสามารถทวนสอบย้อนกลับของข้อมูล และควรมีรูปแบบการบริหารจัดการในรูปแบบองค์คณะที่ประกอบด้วย ตัวแทนภาครัฐ ภาครัฐเอกชน ผู้ประกอบการ และภาควิชาการ ที่เรียกว่า “Mr.Phudoo” โดยมีบทบาทเป็นแกนเชื่อมประสานการทำงานในระดับพื้นที่และชี้นำเชิงยุทธศาสตร์การส่งเสริมและการลงทุนการค้าชายแดนร่วมกับภาคีการพัฒนาอื่นๆ
