ประวัติโครงการ

เมื่อวัน ที่ 30 กันยายน 2535 พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดําเนินทอดพระเนตร สภาพบริเวณ ลุ่มน้ําคลองน้ําจืด - คลองแฆแฆ อําเภอสายบุรี จังหวัดปัตตานี ซึ่งเป็นพื้นที่เสื่อมโทรมและมีน้ำท่วมขังเกือบทั้ง ปี จึงได้พระราชทานพระราชดําริ เกี่ยวกับงานชลประทาน ให้พิจารณาวางโครงการ ก่อสร้าง ขุดลอกคลองระบายน้ําและอาคารบังคับน้ํา เพื่อระบายน้ําท่วมขังออกจากพื้นที่และเก็บกักน้ําจืดไว้ให้เกษตรกรใช้ทําการเพาะปลูก และอุปโภคบริโภคตลอดปี

ตั้งแต่ ปี 2536- 2543 โครงการก่อสร้าง ที่ 7 สํานักพัฒนาแหล่งน้ำ 5(เดิม) กรมชลประทานได้ดําเนินการก่อสร้างงานระบบระบายน้ําและงานระบบส่งน้ํา ซึ่งประกอบด้วย คลองระบายน้ําพร้อมอาคารประกอบ ขุดลอกคลอง และสร้างถนนเลียบคลองพร้อมอาคารประกอบ ปรับปรุงอาคารบังคับน้ํา สร้างสถานีสูบน้ํา รวมทั้งสร้างระบบส่งน้ํา โดยมีพื้นที่ได้รับประโยชน์ประมาณ 40,000 ไร่ ครอบคลุมเขตอําเภอปะนาเระ และอําเภอสายบุรีของจังหวัดปัตตานี

เพื่อรองรับการใช้น้ำในกิจกรรมต่อเนื่องให้เกิดประโยชน์สูงสุด จังหวัดจึงได้แต่งตั้งคณะกรรมการบริหารโครงการ และคณะทํางานโครงการพัฒนาอาชีพการเกษตรพื้นที่พรุแฆแฆ อันเนื่องมาจากพระราชดําริฯ ขึ้น เมื่อเดือนมิถุนายน 2541 โดยมีรองผู้ว่าราชการจังหวัดฝ่ายเศรษฐกิจเป็นประธานกรรมการบริหาร และมีเกษตรและสหกรณ์ จังหวัดเป็นเลขานุการ ส่วนคณะทํางานมีเกษตรและสหกรณ์จังหวัดเป็นเลขานุการ ส่วนคณะทํางานมีเกษตรและสหกรณ์จังหวัดเป็นประธาน และหัวหน้าฝ่ายประสานราชการและบริหารทั่วไป สํานักงานเกษตรและสหกรณ์จังหวัดเป็นเลขานุการ ซึ่งต่อมาได้ปรับปรุงคณะกรรมการและคณะกรรมการและคณะทํางานดังกล่าวให้สอดคล้องเหมาะสมกับภารกิจอีก 2 ครั้ง เมื่อเดือน มิถุนายน 2542 และเดือนพฤศจิกายน 2544

วัตถุประสงค์โครงการ

วัตถุประสงค์ของโครงการพัฒนาพื้นที่พรุแฆแฆ (อันเนื่องมาจากพระราชดําริ) อําเภอปะนาเระ อําเภอสายบุรี จังหวัดปัตตานี

- เพื่อระบายน้ําออกจากพื้นที่พรุ
- เพื่อเก็บกักน้ําไว้สําหรับการเพาะปลูกและอุปโภค บริโภค
- เพื่อพัฒนาพื้นที่บริเวณพรุให้สามารถทําการเพาะปลูกหรือใช้ประโยชน์
- เพื่อเป็นแหล่งแพร่เพาะและขยายพันธ์ปลาน้ําจืด
- เพื่อป้องกันน้ําเค็มไม่ให้ไหลเข้าสู่พื้นที่เพาะปลูก
