เขต 4 การศึกษาค้นคว้าครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อการศึกษาบทบาทผู้บริหารโรงเรียนในการส่งเสริมการใช้เทคโนโลยีสารสนเทศและการสื่อสารในสถานศึกษา สังกัดสำนักงานเขตการศึกษาประถมศึกษาเชียงราย เขต 4 และ 2) เพื่อเปรียบเทียบบทบาทผู้บริหารโรงเรียนในการส่งเสริมการใช้เทคโนโลยีสารสนเทศและการสื่อสารในสถานศึกษา สังกัดสำนักงานเขตการศึกษาประถมศึกษาเชียงราย เขต 4 จำแนกตามสถานภาพของผู้ตอบแบบสอบถาม กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารโรงเรียนและครูโรงเรียนในสังกัดสำนักงานเขตการศึกษาประถมศึกษาเชียงราย เขต 4 ปีการศึกษา 2556 และการกำหนดกลุ่มตัวอย่าง โดยการเปิดตารางสำเร็จรูปของเครจซี่และมอร์แกน โดยได้กลุ่มตัวอย่างผู้บริหารโรงเรียน จำนวน 144 คน และครู จำนวน 346 คน รวมทั้งสิ้น 490 คน เครื่องมือที่ใช้ในการศึกษาเป็นแบบสอบถามประมาณค่า 5 ระดับ การวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูป สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t (t-test) และ One-way ANOVA (F-test)
