เครือข่ายองค์กรออมทรัพย์ชุมชนจังหวัดลำปาง: ออมวันละบาทเพื่อสวัสดิการชุมชน โดยกลุ่มออมทรัพย์ชุมชนในเขตเทศบาลนครลำปาง ก่อตั้งเมื่อวันที่ 10 เมษายน 2542 ซึ่งระยะแรกมีเพียง 3 กลุ่ม คือ กลุ่มเครดิตยูเนียนนากวมใต้พัฒนา กลุ่มออมทรัพย์ชุมชนท่าคราวน้อย และสหกรณ์เครดิตยูเนียนบ้านดงไชย ต่อมาได้มีการสนับสนุนจากสำนักงานพัฒนาชุมชนเมือง (พอช.) จึงได้มีการขยายเพิ่มขึ้นอีกเป็น 12 กลุ่ม แต่เมื่อดำเนินการมาถึงปี 2543 เครือข่ายได้ประสบปัญหาแตกแยกทางความคิดอันเกิดจากการได้รับทุนเพิ่มเติมจากภายนอกโดยที่ทางเครือข่ายเองยังไม่พร้อม ทำให้จำนวนสมาชิกลดลงไปจำนวนมาก จนเกิดการปรับฐานความคิดใหม่ จากการออมเพื่อกู้ มาเป็น การออมเพื่อให้และจัดตั้งเป็นกองทุนสวัสดิการเงินออมวันละบาท รวมทั้งการปรับบทบาทของเครือข่ายไปสู่การส่งเสริมการจัดตั้งและพัฒนาองค์การเงินและกองทุนสวัสดิการชุมชนทั้งในระดับเครือข่าย ได้แก่ กองทุนกลาง กองทุนสวัสดิการคนทำงาน กองทุนค้ำประกัน กองทุนบำนาญผู้สูงอายุ กองทุนเพื่อการศึกษา กองทุนร่วม และกองทุนสำรองในระดับกลุ่ม เช่น กองทุนสวัสดิการชุมชนวันละบาท กองทุนสวัสดิการคนทำงาน กองทุนหมุนเวียน กองทุนธุรกิจชุมชน และกองทุนสำรอง
