วันสิ่งแวดล้อมโลก 2556 วันที่ 5 มิถุนายน
ในวันที่ 5 มิถุนายน ของทุกปีนั้น เป็นวันสิ่งแวดล้อมโลก ซึ่งเป็นวันที่เราควรจะทำอะไรสักอย่างเพื่อสภาพแวดล้อมของเราที่ย่ำแย่ลงทุกวัน สังเกตได้จากปรากฏการณ์ต่างๆ ทั้งหิมะขั้วโลกเหนือละลาย น้ำท่วม แผ่นดินไหว หรืออากาศร้อนขึ้น ซึ่งผลเหล่านี้ล้วนมาจากการมนุษย์ที่เป็นคนทำลายธรรมชาติ ทำลายสิ่งแวดล้อมดีๆ นั่นเอง ทำให้หน่วยงานของโลกจัดตั้งวันสิ่งแวดล้อมโลกขึ้น
สำหรับจุดเริ่มต้นของวันสิ่งแวดล้อมโลก หรือ World Environment Day นั้นจัดทำขึ้นเพื่อให้เกิดความตื่นตัวในด้านวิกฤตการณ์สิ่งแวดล้อมขึ้นทั่วโลก จึงมีมติให้จัดประชุมใหญ่ที่กรุงสตอกโฮลม์ ระหว่างวันที่ 5-16 มิถุนายน พ.ศ. 2515 ที่มีรัฐบาลของสวีเดนเป็นเจ้าภาพ โดยเรียกการประชุมนี้ว่า "การประชุมสหประชาชาติเรื่องสิ่งแวดล้อมของมนุษย์" หรือ "UN Conference on the Human Environment" ซึ่งมีผู้เข้าร่วมประชุมกว่า 1,200 คน จาก 113 ประเทศ รวมถึงมีผู้สังเกตการณ์อีกกว่า 1,500 คน จากหน่วยงานของรัฐ องค์การสหประชาชาติ และสื่อมวลชนแขนงต่างๆ
ทั้งนี้เพื่อร่วมกันหาหนทางแก้ไขปัญหาสิ่งแวดล้อมที่ประเทศต่างๆ กำลังเผชิญอยู่ ซึ่งผลจากการประชุมครั้งนั้นได้มีข้อตกลงร่วมกันหลายอย่าง เช่น การจัดตั้งโครงการสิ่งแวดล้อมแห่งสหประชาชาติ (UNEP: United Nations Environment Programme) ที่มีสำนักงานใหญ่อยู่ที่กรุงไนโรบี ประเทศเคนยา และรัฐบาลประเทศต่างๆ ก็ได้รับข้อตกลงจากการประชุมคราวนั้น ไปจัดตั้งหน่วยงานด้านสิ่งแวดล้อมขึ้นในประเทศของตน ดังนั้นเพื่อเป็นการระลึกถึงจุดเริ่มต้นของการร่วมมือ จากหลากหลายชาติในด้านสิ่งแวดล้อม องค์การสหประชาชาติจึงได้ประกาศให้วันที่ 5 มิถุนายน ของทุกปีเป็นวันสิ่งแวดล้อมโลก
ซึ่งโครงการสิ่งแวดล้อมแห่งสหประชาชาติมีหน้าที่ติดตาม และประเมินผลการเปลี่ยนแปลงที่สำคัญทางด้านสิ่งแวดล้อม รวมทั้งกระตุ้นให้มีการเปลี่ยนแปลงไปสู่ทางที่ดี และเพื่อให้เป้าหมายบรรลุผลจึงได้กำหนดวิธีการไว้ดังนี้
1. สร้างความตื่นตัวในการเรียนรู้เรื่องสิ่งแวดล้อม และให้การศึกษากับประชาชนและนักศึกษาทั่วไป
2. ให้การสนับสนุนทางวิชาการ และเผยแพร่เรื่องราวเกี่ยวกับสิ่งแวดล้อม เพื่อกระตุ้นให้มีการเปลี่ยนแปลงไปในทางที่ดี
3. เสริมสร้างให้สถาบันและคนในสถาบันตระหนักถึงปัญหาสิ่งแวดล้อม
นอกจากนั้น ยังมีข้อตกลงจากการประชุมให้มาดำเนินการจัดตั้งหน่วยงานด้านสิ่งแวดล้อมขึ้นในประเทศของตน ซึ่งประเทศไทยก็ได้ตราพระราชบัญญัติส่งเสริม และรักษาสภาพสิ่งแวดล้อม พ.ศ. 2518 และได้ก่อตั้งสำนักงานคณะกรรมการสิ่งแวดล้อมแห่งชาติขึ้น เมื่อวันที่ 12 กุมภาพันธ์ พ.ศ. 2518 อันเป็นจุดเริ่มต้นที่สำคัญของการดำเนินงาน ด้านสิ่งแวดล้อมในประเทศไทย โดยต่อมาในปี พ.ศ. 2535 ก็ได้มีการปรับเปลี่ยนโครงสร้างของสำนักงานคณะกรรมการสิ่งแวดล้อมแห่งชาติเป็น 3 หน่วยงาน คือ
1.กรมควบคุมมลพิษ
2 กรมส่งเสริมคุณภาพสิ่งแวดล้อม
3.สำนักนโยบายและแผนสิ่งแวดล้อม กระทรวงวิทยาศาสตร์เทคโนโลยีและสิ่งแวดล้อม
และในส่วนของสถาบันการศึกษาก็ได้มีการจัดสอนหลักสูตรด้านสิ่งแวดล้อมขึ้นในหลาย ๆ มหาวิทยาลัย ซึ่งนับได้ว่าเป็นก้าวสำคัญของการตื่นตัวด้านสิ่งแวดล้อม อีกทั้งสื่อมวลชนก็ได้ส่งเสริมให้เกิดการตื่นตัวในปัญหาสิ่งแวดล้อมมากขึ้น ซึ่งวันสิ่งแวดล้อมโลกในแต่ละปีก็จะมีหัวข้อที่ต่างกันออกไป
