บริเวณพื้นที่ป่าที่จะประกาศกำหนดเป็นอุทยานแห่งชาติเขาค้อ เดิมเป็นวนอุทยานน้ำตกธารทิพย์ จัดตั้งเมื่อวันที่ 1 พฤษภาคม 2538 มีเนื้อที่ประมาณ 14 ตารางกิโลเมตร หรือ 8,750 ไร่ อยู่ในเขตป่าสงวนแห่งชาติป่าเขาโปลกหล่น จากดำริของผู้อำนวยการสำนักอนุรักษ์ทรัพยากรธรรมชาติและผู้อำนวยการส่วนอุทยานแห่งชาติ เมื่อวันที่ 15 กุมภาพันธ์ 2543 (การประชุมสัมมนาหัวหน้าวนอุทยาน) ให้หัวหน้าวนอุทยาน สำรวจสภาพพื้นที่โดยรอบมีศักยภาพและความเหมาะสมเพื่อจัดตั้งเป็นอุทยานแห่งชาติ โดยมีนายชลธร ชำนาญคิด นักวิชาการป่าไม้ 7 ว ส่วนอุทยานแห่งชาติเป็นผู้สำรวจข้อมูลเบื้องต้น
