โดยงานดังกล่าวนี้ เป็นความร่วมมือของจังหวัดสุรินทร์ โดยองค์การบริหารส่วนจังหวัดสุรินทร์ ร่วมกับอำเภอชุมพลบุรี เทศบาลตำบลชุมพลบุรี และองค์การบริหารส่วนตำบลในเขตอำเภอชุมพลบุรี เพื่อประชาสัมพันธ์ของดีของอำเภอชุมพลบุรีได้แก่ ข้าวหอมมะลิ ปลาไหล ปลาช่อนนา ผ้าไหม ให้เป็นที่รู้จัก และส่งเสริมการท่องเที่ยวของจังหวัดสุรินทร์อำเภอชุมพลบุรีเป็นอำเภอที่ตั้งอยู่บริเวณพื้นที่ที่เรียกว่า “ทุ่งกุลาร้องไห้”ตั้งอยู่ทางทิศเหนือห่างจากจังหวัด ๙๑ กิโลเมตร เป็นแหล่งข้าวหอมมะลิที่มีชื่อเสียงของจังหวัดสุรินทร์ ซึ่งปลอดสารเคมีและสารพิษ โดยมีลักษณะเฉพาะคือ หอม ยาว ขาว นุ่ม มีผลผลิตไม่ต่ำกว่า ๑.๒ แสนตันต่อปี นอกจากนี้พื้นที่ของอำเภอชุมพลบุรีเป็นที่ราบลุ่มริมแม่น้ำ โดยมีแม่น้ำขนาบ ๒ ส่วน คือ ลำพลับพลา และลำน้ำมูล ซึ่งเหมาะแก่การประกอบการเกษตร การดำรงชีวิต และขยายพันธุ์ปลา โดยเฉพาะปลาไหลธรรมชาติ ซึ่งในแต่ละปีเกษตรกรสามารถจับปลาไหลมาบริโภคและจำหน่ายมีน้ำหนักรวมกันไม่น้อยกว่า ๕ ตันต่อปี ทั้งนี้ตั้งแต่เดือนพฤศจิกายนเป็นต้นไป หลังจากที่ได้มีการเก็บเกี่ยวข้าวเสร็จเป็นช่วงที่ปลาไหลเจริญเติบโตเหมาะแก่การบริโภค เกษตรกรสามารถจับปลาไหลได้ในปริมาณมาก โดยปลาไหลของ อำเภอชุมพลบุรี เป็นปลาไหลธรรมชาติ มีลักษณะตัวโตสีเหลือง ลำตัวถึงโคนหางกลมอวบ ไม่มีกลิ่นคาวเป็นที่นิยมบริโภค
