ค ำแถลงของ ฯพณฯนำยกรัฐมนตรี
ผลกำรด ำเนินงำนตำมนโยบำยรัฐบำล ของรัฐบำล พลเอก ประยุทธ์ จันทร์โอชำ ในรอบ 6 เดือน
ตั้งแต่วั นที่ 12 กันยำยน 2557 ถึงวันที่ 12 มีนำคม 2558
เรียน ท่านรองนายกรัฐมนตรี รัฐมนตรี ปลัดกระทรวง ข้าราชการ ผู้บริหารภาคเอกชน สื่อมวลชน และ
ประชาชนชาวไทย ที่เคารพทุกท่าน
นับจากวันที่รัฐบาลได้แถลงนโยบายรัฐบาลต่อสภานิติบัญญัติแห่งชาติ เมื่อวันที่ 12 กันยายน 2557 จนถึง
ขณะนี้ เป็นระยะเวลา 6 เดือนแล้ว ซึ่งการเข้ามาบริหารราชการแผ่นดินของรัฐบาลมีเงื่อนไขและเงื่อนเวลา ที่
แตกต่างจากรัฐบาลชุดก่อน ๆ
โดยในด้านเงื่อนไข รัฐบาลได้เข้ามาสืบทอดงานและสานต่อภารกิจจากคณะรักษาความสงบแห่งชาติ
(คสช.) ซึ่งได้กาหนดแนวทางการแก้ปัญหาของประเทศไว้ก่อนแล้ว เป็น 3 ระยะ ได้แก่ ระยะแรก คือ การระงับ
ยับยั้งความแตกแยก การแก้ไขผลกระทบจากการที่รัฐบาลอยู่ในสภาพที่ไม่อาจปฏิบัติหน้าที่ได้ การแก้ไขปัญหา
เร่งด่วนและขับเคลื่อนการบริหารราชการแผ่นดินให้สามารถด าเนินต่อไปได้ เพื่อมุ่งน าความสุข ความสงบกลับคืน

คณะรัฐมนตรีเมื่อวันที่ 30 สิงหาคม 2557 และ คสช. ได้ลดบทบาทมาเป็ นที่ปรึกษาและท างานร่วมกับ
คณะรัฐมนตรีในการพิจารณาหรือแก้ไขปัญหาเกี่ยวกับความสงบเรียบร้อยหรือความมั่นคงของชาติ โดยปัจจุบันอยู่
ในช่วงของการด าเนินการขับเคลื่อนเพื่อการปฏิรูปประเทศไทยภายหลังการจัดตั้งสภาปฏิรูปแห่งชาติและ
คณะกรรมาธิการยกร่างรัฐธรรมนูญเพื่อออกแบบวางรากฐานทางการเมือง เศรษฐกิจ และสังคม ที่มั่นคงแก่
ประเทศ ก่อนส่งผ่านไปสู่ ระยะที่สำม คือ การประกาศใช้รัฐธรรมนูญฉบับถาวรและการจัดการเลือกตั้งทั่วไป ซึ่งทั้ง
3 ระยะ จะต้องด าเนินการให้แล้วเสร็จตามเงื่อนเวลาที่ก าหนดไว้
ตลอดระยะเวลาที่ผ่านมา รัฐบาลได้มุ่งมั่น ทุ่มเท และระดมสรรพก าลังต่างๆ ในการแก้ไขปัญหาเร่งด่วน
โดยด าเนินการไปพร้อมกับการขับเคลื่อนการพัฒนาประเทศตามแนวนโยบายรัฐบาล 11 ด้าน ที่ได้แถลงไว้
ประกอบด้วย
(1) การปกป้องและเชิดชูสถาบันพระมหากษัตริย์
(2) การรักษาความมั่นคงของรัฐและการต่างประเทศ
(3) การลดความเหลื่อมล้ าของสังคมและการสร้างโอกาสการเข้าถึงบริการของรัฐ
(4) การศึกษาและเรียนรู้ การท านุบ ารุงศาสนา ศิลปะและวัฒนธรรม
