ประวัติความเป็นมาของสำนักงานสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ

สภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ เป็นองค์กรที่ปรึกษาของคณะรัฐมนตรีที่เกิดขึ้นตามบทบัญญัติแห่งรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2540 มาตรา 89 และตามพระราชบัญญัติ สภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ พ.ศ.2543 มีหน้าที่ให้คำปรึกษาและข้อเสนอแนะต่อคณะรัฐมนตรีในปัญหาที่เกี่ยวกับเศรษฐกิจและสังคม เพื่อประโยชน์ในการดำเนินงานตามแนวนโยบายพื้นฐานแห่งรัฐ และให้ความเห็นเกี่ยวกับแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ และแผนอื่นตามที่กฎหมายบัญญัติ ก่อนพิจารณาประกาศใช้ โดยมีสำนักงานสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ เป็นหน่วยงานธุรการ เลขานุการ และวิชาการ เพื่อสนับสนุนการดำเนินงานของสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ ตามที่สภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติมอบหมาย รวมถึงการจัดทำรายงานประจำปี และการดำเนินการต่างๆ ในการเลือกสมาชิกสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ

สภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ ชุดแรก ดำเนินงานโดยการจัดประชุมเดือนละ 2 ครั้ง กระบวนการทำงานของสภาที่ปรึกษาฯ ชุดที่หนึ่ง ภายใต้ประธานสภาที่ปรึกษาฯ (ท่านอานันท์ ปันยารชุน) ได้จัดตั้งคณะทำงานประจำ จำนวน 13 คณะ และคณะทำงานเฉพาะกิจมากกว่า 30 คณะ เพื่อระดมความคิดเห็นจากแต่ละกลุ่มอาชีพและกิจกรรม และนำประเด็นปัญหาทางเศรษฐกิจและสังคมที่สำคัญเสนอพิจารณาในสภาที่ปรึกษาฯ โดยคณะทำงานต่างๆ ได้จัดประชุมสัมมนาระดมความคิดเห็นจากภาคประชาชนอยู่เป็นประจำด้วย ซึ่งสภาที่ปรึกษาฯ ชุดที่หนึ่ง ได้มีความเห็นและข้อเสนอแนะต่อคณะรัฐมนตรี ตามมาตรา 10 (1) จำนวน 92 เรื่อง ให้ความเห็นเกี่ยวกับแผนพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 9 (พ.ศ.2545-2549) ตามมาตรา 10(2) จำนวน 1 เรื่อง และคณะรัฐมนตรีขอคำปรึกษา ตามมาตรา 12 จำนวน 1 เรื่อง รวมผลการดำเนินการของสภาที่ปรึกษาฯ ทั้งสิ้น 110 เรื่อง

สำนักงานสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ (สศ.) ซึ่งเป็นหน่วยสนับสนุนการดำเนินงานของ สภาที่ปรึกษาฯ เกิดขึ้นตามบทบัญญัติแห่งพระราชบัญญัติสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ พ.ศ.2543 มาตรา 27 และแก้ไขเพิ่มเติมโดยพระราชบัญญัติสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ (ฉบับที่ 2) พ.ศ. 2547 ได้ดำเนินการตามพระราชบัญญัติสภาที่ปรึกษาฯ พ.ศ.2543 มาแล้วเกือบ 4 ปีเต็ม นับแต่ วันประกาศใช้พระราชบัญญัติฉบับนี้ในราชกิจจานุเบกษา ได้ทำหน้าที่ดำเนินการต่างๆ ในการเลือกสมาชิกสภาที่ปรึกษาฯ ชุดแรก และปฏิบัติภารกิจตามมาตรา 27 แห่งพระราชบัญญัติสภาที่ปรึกษาฯ ที่ให้เป็น หน่วยงานสนับสนุนทั้งด้านธุรการ เลขานุการ และวิชาการในการดำเนินงานของสภาที่ปรึกษาฯ การดำเนินการของสภาที่ปรึกษาฯ และปฏิบัติหน้าที่อื่นๆ ตามที่กฎหมายบัญญัติไว้อย่างครบถ้วน โดยในระยะเริ่มแรกเมื่อปีงบประมาณ 2544 ได้รับจัดสรรอัตรากำลังจากสำนักงาน ก.พ. เพียง 19 คน ต่อมาในปี 2545 ได้รับการจัดสรรอัตรากำลัง รวมทั้งสิ้น 80 อัตรา นอกจากนี้ สำนักงานสภาที่ปรึกษาฯ ได้วิเคราะห์ความเหมาะสมระหว่างอัตรากำลัง ปริมาณงาน และลักษณะงานของสำนักงานสภาที่ปรึกษาฯ จึงได้ขออนุมัติจัดจ้างลูกจ้างชั่วคราวมาช่วยปฏิบัติงานอีก 75 อัตรา รวมอัตรากำลังทั้งสิ้น 155 อัตรา และยังได้มีแนวคิดในการจ้าง ผู้เชี่ยวชาญหรือผู้ให้บริการเฉพาะด้านมาเสริมส่วนที่ต้องใช้ความเชี่ยวชาญเฉพาะด้วย

ตามพระราชบัญญัติสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ พ.ศ.2543 มาตรา 30 บัญญัติว่า เมื่อครบสองปีนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ ให้คณะรัฐมนตรีพิจารณาจัดตั้ง สำนักงานสภาที่ปรึกษาฯ ปฏิบัติหน้าที่ตามพระราชบัญญัตินี้ (ครบ 2 ปี เมื่อวันที่ 19 ธันวาคม 2545) และโดยมติคณะรัฐมนตรีเมื่อวันที่ 18 กุมภาพันธ์ 2546 สรุปสาระสำคัญว่า สำนักงานสภาที่ปรึกษาฯ ควรมีความสัมพันธ์กับหน่วยงานทางด้านบริหารเพื่อการประสานงาน โดยหลักการควรให้มีสำนักงานสภาที่ปรึกษาฯ ได้รับงบประมาณและทรัพยากรต่างๆ อย่างพอเพียง รวมทั้งมีความยืดหยุ่นคล่องตัวในการดำเนินงาน และสอดคล้องกับการจัดตั้งหน่วยงานใหม่ ตามแนวคิดการปฏิรูประบบราชการที่กำลังดำเนินการอยู่และได้มีมติให้แต่งตั้งคณะทำงานขึ้น เพื่อกำหนดรูปแบบสำนักงานสภาที่ปรึกษาฯ ซึ่งประกอบไปด้วยหน่วยงานต่างๆ ได้แก่ สำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ สำนักงานคณะกรรมการพัฒนาระบบ ข้าราชการ สำนักงานคณะกรรมการข้าราชการพลเรือน สำนักงบประมาณ สำนักงานคณะกรรมการกฤษฎีกา และผู้แทนสมาชิกสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ ได้พิจารณาร่วมกันจัดทำร่างพระราชบัญญัติสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ (ฉบับที่ ...) พ.ศ. ... โดยการแก้ไขเพิ่มเติมมาตรา 27 แห่งพระราชบัญญัติสภาที่ปรึกษาเศรษฐกิจและสังคมแห่งชาติ พ.ศ. 2543
