เมื่อปี ๒๕๒๗ ฯพณฯ พลเอกเปรม ติณสูลานนท์ นายกรัฐมนตรี คนที่ ๑๖ ได้ดำริให้สร้างสะพาน ติณสูลานนท์ เชื่อมเกาะยอกับผืนแผ่นดินใหญ่ฝั่งอำเภอเมืองสงขลาและอำเภอสิงหนคร จังหวัดสงขลา ท่ามกลางความชื่นชมศรัทธาของชาวเกาะยอ ชาวสงขลา และประชาชนโดยทั่วไป

ต่อมาในปี ๒๕๓๖ สภาตำบลเกาะยอ และพระกิตติมงคลพิพัฒน์ (หลวงพ่อจ้อย) อดีตเจ้าอาวาสวัดเขาสุวรรณประดิษฐ์ อำเภอดอนสัก จังหวัดสุราษฎร์ธานี ร่วมกับประชาชนชาวจังหวัดสงขลา โดยความเห็นชอบของสภาตำบลและสภาท้องถิ่นทุกแห่งในจังหวัดสงขลา พร้อมใจกันเสนอแนวคิดที่สร้างรูปเหมือน ฯพณฯ พลเอกเปรม ติณสูลานนท์ ขึ้น เสมือนเป็นแบบหรือสัญลักษณ์ของปูชนียบุคคลแห่งความซื่อสัตย์สุจริต และยึดมั่นในการกระทำคุณความดี โดยกำหนดที่ตั้งรูปเหมือน ณ สวนป๋าเปรม เชิงสะพานติณสูลานนท์ หมู่ที่ ๒ ตำบลพะวง อำเภอเมืองสงขลา จังหวัดสงขลา พร้อมกับการสร้างอาคารเอนกประสงค์ และการปรับปรุงสภาพภูมิทัศน์รองรับ โดยเห็นพ้องต้องกันให้ตั้งชื่อโครงการว่า "สวนพลเอกเปรม ติณสูลานนท์"
