อุทยานแห่งชาติน้ำตกพลิ้ว มีพื้นที่ครอบคลุมท้องที่อำเภอเมือง อำเภอแหลมสิงห์ อำเภอขลุง และอำเภอมะขาม จังหวัดจันทบุรี ประกอบด้วยป่าที่สมบูรณ์ เทือกเขาสูงสลับซับซ้อนเป็นแหล่งต้นน้ำลำธารหลายสาย และมีเอกลักษณ์ทางธรรมชาติ คือ น้ำตกพลิ้วที่สวยงาม มีน้ำตกตลอดปี เป็นที่รู้จักของประชาชนทั่วไป ซึ่งอยู่ห่างจากจังหวัดจันทบุรีประมาณ 14 กิโลเมตร ถนนลาดยางตลอดสายทำให้สะดวกสบายในการไปเที่ยวพักผ่อนหย่อนใจ มีเนื้อที่ประมาณ 134.50 ตารางกิโลเมตร หรือ 84,062.50 ไร่

ความเป็นมา : ตามมติคณะรัฐมนตรีเมื่อวันที่ 7 ตุลาคม 2502 ให้กำหนดป่าเขาสระบาป จังหวัดจันทบุรี และป่าอื่นๆ ในท้องที่จังหวัดต่างๆ รวม 14 ป่า เป็นอุทยานแห่งชาติ ในขั้นแรกกรมป่าไม้ได้กำหนดพื้นที่ที่ดินป่าน้ำตกพลิ้ว-เขาสระบาป ให้เป็นป่าสงวนแห่งชาติในปี พ.ศ. 2505 ออกตามพระราชบัญญัติคุ้มครองและสงวนป่า พุทธศักราช 2481 ลงวันที่ 6 กุมภาพันธ์ 2504 และในปี พ.ศ. 2515 ได้ดำเนินการพัฒนาและปรับปรุงบริเวณน้ำตกพลิ้ว จัดตั้งเป็นวนอุทยานน้ำตกพลิ้ว อยู่ในความควบคุมดูแลของสำนักงานป่าไม้จังหวัดจันทบุรี

ในคราวประชุมคณะกรรมการอุทยานแห่งชาติ ครั้งที่ 1/2517 เมื่อวันที่ 22 มกราคม 2517 ได้มีมติให้รีบดำเนินการประกาศพื้นที่ป่าที่คณะรัฐมนตรีได้มีมติเมื่อวันที่ 7 ตุลาคม 2502 เป็นอุทยานแห่งชาติโดยเร็ว และจังหวัดจันทบุรีได้มีหนังสือด่วนมาก ที่ จบ.09/1401 ลงวันที่ 31 มกราคม 2517 ขอให้กรมป่าไม้ส่งเจ้าหน้าที่ไปประจำวนอุทยานน้ำตกพลิ้ว เพื่อปรับปรุงให้เป็นไปตามหลักการจัดการวนอุทยาน ประกอบกับในปี 2517 กองอุทยานแห่งชาติมีแผนงานจัดบริเวณดังกล่าวเป็นอุทยานแห่งชาติ ดังนั้นในเดือนมีนาคม 2517 กรมป่าไม้จึงมีคำสั่งที่ 360/2517 ลงวันที่ 28 มีนาคม 2517 ให้นายสินไชย บูรณะเรข นักวิชาการป่าไม้ตรี และนายประชุม ตัณยะบุตร พนักงานโครงการชั้น 2 ไปทำการสำรวจหาข้อมูลบริเวณป่าน้ำตกพลิ้ว เขาสระบาป ในท้องที่จังหวัดจันทบุรี ปรากฏว่า บริเวณดังกล่าวประกอบด้วยเทือกเขาสลับซับซ้อน เป็นต้นน้ำลำธาร เช่น น้ำตก หน้าผา ถ้ำ ตามหนังสือรายงานผลการสำรวจ ที่ กส 0708(อส)/7 ลงวันที่ 28 มิถุนายน 2517

กรมป่าไม้ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งมีมติในคราวประชุมครั้งที่ 6/2517 เมื่อวันที่ 26 กรกฎาคม 2517 เห็นชอบให้กำหนดที่ดินบริเวณดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าน้ำตกพลิ้ว-เขาสระบาป ในท้องที่ตำบลพลับพลา ตำบลคลองนารายณ์ ตำบลคมบาง อำเภอเมืองจันทบุรี ตำบลพลิ้ว อำเภอแหลมสิงห์ ตำบลมะขาม อำเภอมะขาม และตำบลมาบไพ ตำบลวังสรรพรส ตำบลตรอกนอง ตำบลซึ้ง ตำบลตะปอน ตำบลเกวียนหัก อำเภอขลุง จังหวัดจันทบุรี ให้เป็นอุทยานแห่งชาติ โดยประกาศในราชกิจจานุเบกษา เล่ม 92 ตอนที่ 87 ลงวันที่ 2 พฤษภาคม 2518 เป็นอุทยานแห่งชาติลำดับที่ 11 ของประเทศไทย โดยใช้ชื่อว่า " อุทยานแห่งชาติเขาสระบาป "

ต่อมานายผจญ ธนมิตรามณี หัวหน้าอุทยานแห่งชาติเขาสระบาป ได้มีหนังสือ ที่ กษ 0708 (สบ)/พิเศษ ลงวันที่ 1 มีนาคม 2525 ขอเปลี่ยนชื่ออุทยานแห่งชาติเขาสระบาปเป็นอุทยานแห่งชาติน้ำตกพลิ้ว เนื่องจากน้ำตกพลิ้วเป็นน้ำตกที่มีความสวยงามตามธรรมชาติเป็นจุดเด่นของอุทยานแห่งชาติ เป็นที่รู้จักของนักท่องเที่ยวและประชาชนโดยทั่วไปเป็นเวลานานแล้ว ซึ่งคณะกรรมการอุทยานแห่งชาติได้มีมติในคราวประชุมครั้งที่ 3/2525 เมื่อวันที่ 29 กันยายน 2525 เห็นชอบให้เปลี่ยนชื่อเป็น " อุทยานแห่งชาติน้ำตกพลิ้ว "


ลักษณะภูมิประเทศ
