Rosenau ซึ่งได้ศึกษาถึงปัจจัยที่มีผลกระทบต่อการกำหนดนโยบายต่อการกำหนดนโยบายต่างประเทศว่ามีปัจจัยภายใน (Internal Factors) และปัจจัยภายนอก(External Factors) โดย Rosenau ได้เรียกการเมือง หรือการกําหนดนโยบายต่างประเทศ โดยยึดพื้นฐานลักษณะดังกล่าวว่า เป็นการเมืองแบบเกี่ยวพัน (Linkage Politics) และเรียกทฤษฎีหรือการวิ เคราะห์การกำหนดนโยบายต่างประเทศตามแนวนี้ ว่าเป็น ทฤษฎีเกี่ยวพัน (Linkage Theory) สาระสําคัญของทฤษฎีนี้มีว่า “การเมืองระหว่างประเทศ นั้นมีความสัมพันธ์อย่างใกล้ชิดกับการเมืองภายใน ระบบของการเมืองทั้งสองนี้มีความคาบเกี่ยวกันอยู่ กล่าวคือ การเมืองระหว่างประเทศเป็นได้ทั้งเหตุและผลของการเมืองภายในประเทศ ปรากฏการณหรือพฤติกรรมทางการเมืองระหว่างประเทศจะต้องคํานึงถึงสิ่งนี้ด้วย ในทํานอง เดียวกัน ปรากฏการณ์ทางการเมืองหรือสภาวะแวดล้อมภายในประเทศก็สามารถส่งผลกระทบต่อ รูปแบบ หรือพฤติกรรมการกําหนดนโยบายต่างประเทศได้ในทางกลับกัน Rosenau ไดอธิบายคําว่า ปจจัยภายในประเทศและปัจจยภายนอกประเทศไว้ดังนี้
ปัจจัยภายในประเทศ ปัจจับภายในประเทศหรือสภาพแวดล้อมภายในประเทศ หมายถึง บทบาทของผู้นำและผู้มีอำนาจในการตัดสินใจนโยบายต่างประเทศ, สภาวะแวดล้อมทางเศรษฐกิจ, ปัญหาการเมืองภายในประเทศ, อุดมการณ์, บทบาทของกลุ่มอิทธิพลของสื่อมวลชนภายในประเทศและมติมหาชนและบทบาทของสื่อมวลชนภายในประเทศ
ปัจจัยภายนอกประเทศ ปัจจัยภายนอกปรเทศหรือสภาพแวดล้อมภายนอกประเทศ หมายถึง เหตุการณ์ทางการเมืองภายในประเทศอื่นๆ ซึ่งอาจจะเข้ามามีส่วนเกี่ยวข้องกับการกำหนดและการดำเนินนโยบายต่างประเทศของประเทศนั้นๆ และสภาพแวดล้อมอื่นๆ เช่น บรรยากาศทางการเมืองระหว่างประเทศ ท่าทีหรือ นโยบายต่างประเทศของประเทศอื่นๆ ซึ่งปรากฏอยู่ในระยะเวลานั้น
