แหล่งการเรียนรู้ที่สำคัญของคนเรา นับตั้งแต่อดีตจนถึงปัจจุบัน คือ ห้องสมุด เนื่องห้องสมุดเป็นแหล่ง รวบรวมสารสนเทศทุกรูปแบบ ทั้งที่เป็นวัสดุตีพิมพ์ และวัสดุไม่ตีพิมพ์ เพื่อให้ผู้ใช้ได้ค้นคว้าตอบสนองตามความต้องการ ด้วยสภาพปัจจุบันเทคโนโลยีสารสนเทศ เข้ามามีบทบาทต่อการดำเนินชีวิต ในทุกๆ ด้านไม่ว่าจะเป็นทางด้าน การศึกษา เศรษฐกิจ สังคม ซึ่งจากการพัฒนาทางเทคโนโลยีสารสนเทศ ทำให้ความรู้ต่างๆ ถูกนำเข้าสู่ระบบดิจิตอลมากขึ้นด้วยห้องสมุดซึ่งเป็นหน่วยงานที่จะต้องให้บริการทางด้านสารสนเทศอยู่แล้ว จึงจำเป็นอย่างที่สุดที่จะต้องมีการพัฒนาปรับเปลี่ยนเพื่อให้มีศักยภาพแห่งการเรียนรู้มากยิ่งขึ้นสอดคล้องกับการเปลี่ยนแปลงในยุคปัจจุบันโดยเฉพาะอย่างยิ่งในการจัดการข้อมูลให้อยู่ในรูปแบบดิจิตอลเพื่อความสะดวกและรวดเร็วในการนำข้อมูลนั้นมาใช้ ก่อให้เกิดการประหยัดเวลาและค่าใช้จ่าย เพิ่มความสามารถในการเรียนรู้ข้อมูลข่าวสาร ได้ครบถ้วน รวดเร็ว จากเหตุผลดังกล่าว ห้องสมุดส่วนใหญ่ในปัจจุบัน จึงได้มีการปรับเปลี่ยนตัวเองไปสู่ระบบห้องสมุดอิเล็กทรอนิกส์ มากขึ้น
ความหมายของ E-Library
น้ำทิพย์ วิภาวิน (2545;3) ได้ให้ความหมายของห้องสมุดอิเล็กทรอนิกส์ไว้ว่า E-Library มาจากคำว่า Electronic Library หรือห้องสมุดอิเล็กทรอนิกส์ หมายถึง แหล่งความรู้ที่บันทึกข้อมูลไว้ในเครื่องคอมพิวเตอร์แม่ข่ายและให้บริการสารสนเทศทางอิเล็กทรอนิกส์ หรือผ่านเครือข่ายอินเตอร์เน็ต ในลักษณะผสมผสานการทำงานของระบบห้องสมุดอัตโนมัติ ห้องสมุดดิจิตอลและห้องสมุดเสมือน

ลักษณะของห้องสมุดอิเล็กทรอนิกส์
น้ำทิพย์ วิภาวิน (2545:9) ได้กล่าวถึงลักษณะของห้องสมุดอิเล็กทรอนิกส์ว่า ลักษณะการทำงานของห้องสมุดอิเล็กทรอนิกส์ เป็นการใช้เทคโนโลยีในห้องสมุด ประกอบด้วย
1. การคัดเลือกเพื่อพัฒนาทรัพยากร (Selection to create a collection)
2. การจัดการหรือจัดหมวดหมู่เพื่อพัฒนาทรัพยากร(Organization to enable access)
3. การอนุรักษ์ทรัพยากรเพื่อความต่อเนื่องในการใช้งานในอนาคต (Preservation for ongoing use )
4. การบริการข้อมูลตามความต้องการของผู้ใช้ (Information services for users,need)

ห้องสมุดอิเล็กทรอนิกส์มีการทำงานของระบบต่างๆ ดังนี้
1. ห้องสมุดดิจิตอล
องค์ประกอบของการพัฒนาห้องสมุดดิจิตอล ได้แก่ เครื่องคอมพิวเตอร์และอุปกรณ์ (Hardware) โปรแกรมคอมพิวเตอร์ (Software) บุคลากร (Staff) และทรัพยากรที่จัดเก็บในรูปดิจิตอล (Collection) ซึ่งทำให้การจัดทำระบบสารสนเทศห้องสมุด มีลักษณะดังต่อไปนี้
มีทรัพยากรที่เป็นข้อมูลอยู่ในรูปดิจิตอลเรียกว่า digital objects ได้แก่ข้อมูลที่เป็นตัวอักษร รูปภาพ เสียง และภาพเคลื่อนไหว (Language –based , Image –based , Sound-based , Motion-based) จัดเก็บไว้ในแหล่งจัดเก็บข้อมูล (Repository) ซึ่งเป็นเครื่องคอมพิวเตอร์หลักที่ใช้จัดเก็บข้อมูล (Server)
มีการบริหารจัดการในลักษณะขององค์กร เช่นเดียวกับการจัดการห้องสมุดโดยมีการคัดเลือก การจัดการ การจัดเก็บข้อมูลไว้ในฐานข้อมูล การเผยแพร่ข้อมูล และมีเครื่องมือช่วยค้นที่ให้ความสะดวกแก่ผู้ใช้
มีการใช้เทคโนโลยีในการสร้างข้อมูล การจัดเก็บ การเผยแพร่ผ่านระบบเครือข่าย
มีการบริการข้อมูลในลักษณะการใช้ข้อมูลร่วมกัน (fair use)

2. ห้องสมุดเสมือน
คำว่า virtual ใช้ในการเชื่อมโยงข้อมูลในหัวข้อหรือเรื่องใดเรื่องหนึ่งจากที่ต่างๆมาไว้ที่หน้าจอเดียวกัน ได้มีผู้ให้คำจำกัดความของห้องสมุดเสมือน ในหลายความหมายได้แก่

-ห้องสมุดเสมือนไม่ได้เป็นโครงสร้างหรืออาคารห้องสมุดแห่งใดแห่งหนึ่งที่มี การบริการจัดการโดยเอกเทศ แต่เป็นโครงสร้างพื้นฐานเชื่อมโยงทรัพยากร บุคคล เป้าหมาย และความสนใจของกลุ่มบุคคลเข้าไว้ด้วยกัน เพื่อให้ผู้ใช้เข้าถึงข้อมูลได้สะดวกและรวดเร็ว
-ห้องสมุดเสมือนไม่ได้มีข้อมูลในห้องสมุดแห่งใดแห่งหนึ่งเท่านั้น แต่เป็นการรวมข้อมูลจากหลายแห่งโดยที่ผู้ใช้ที่อยู่ไกลสามารถเข้าถึงข้อมูลได้ โดยมีเป้าหมายเพื่อให้ผู้ใช้เข้าถึงข้อมูลได้รวดเร็ว
-ห้องสมุดเสมือนจึงเป็นห้องสมุดในจิตนาการที่มีความสามารถในการจัดเก็บข้อมูลรายการบรรณานุกรมและเอกสารจำนวนมากไว้ในสื่ออิเล็กทรอนิกส์มาเชื่อมโยงกันผ่านระบบเครือข่าย
ลักษณะเด่น ของห้องสมุดเสมือน คือ ความรวดเร็วในการเข้าถึงข้อมูล (Accessibility) ผู้ใช้สามารถเข้าถึงข้อมูลได้โดยไม่จำกัดเวลาและสถานที่
ข้อจำกัด ของห้องสมุดเสมือน คือ ต้องใช้เนื้อที่ในการจัดเก็บข้อมูลจำนวนมากและต้องมีโปรแกรมการสืบค้นข้อมูลที่มีประสิทธิภาพสูง และมีเครื่องคอมพิวเตอร์ ที่มีความสามารถในการบันทึกข้อมูลทุกรูปแบบ โดยมีลักษณะของข้อมูลที่เคลื่อนย้ายได้ง่าย


3. ห้องสมุดอัตโนมัติ
ระบบห้องสมุดอัตโนมัติ เป็นการจัดระบบสารสนเทศในห้องสมุด ซึ่งประกอบด้วยส่วนของการทำงานใน 6โมดูลหลักๆ ได้แก่
· ระบบงานจัดหา (Acquisition)
· ระบบงานวิเคราะห์หมวดหมู่และลงรายการ (Cataloging)
· ระบบงานวรสารและเอกสาร (Serial Control)
· ระบบงานบริการยืม-คืน (Circulation)
· ระบบงานสืบค้นรายการทรัพยากร (Online Public Access Catalogy) และ
· การควบคุมระบบ (Library system administrator)
