ความเป็นมา
เมื่อปี 2533 พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ พระราชทานพระราชดำริกับ นายสุเมธ ตันติเวชกุล เลขาธิการมูลนิธิชัยพัฒนา และเลขาธิการ กปร. อธิบดีกรมชลประทาน พร้อมคณะเจ้าหน้าที่ว่า ได้ทรงทราบว่า พระเทพญาณรังษี (พระอาจารย์จันทร์ คเวสโก) ได้ไปดำเนินการพัฒนาพื้นที่ตำบลหนองปรือ อำเภอบ่อพลอย จังหวัดกาญจนบุรี (ปัจจุบันคือพื้นที่ตำบลสมเด็จเจริญ อำเภอหนองปรือ จังหวัดกาญจนบุรี) ซึ่งจะก่อให้เกิดประโยชน์แก่ราษฎรเป็นอย่างดี จึงทรงให้ เลขาธิการมูลนิธิชัยพัฒนา ประสานและสนับสนุนการดำเนินงานโครงการ ร่วมกับกรมชลประทาน พิจารณาก่อสร้างอ่างเก็บน้ำตามลำน้ำต่างๆ ของห้วยตะเพิน ในเขตอำเภอบ่อพลอย จังหวัดกาญจนบุรี และอำเภอด่านช้าง จังหวัดสุพรรณบุรี เพื่อจัดหาน้ำช่วยเหลือราษฎรในเขตโครงการ ทำให้มีน้ำทำการเพาะปลูก อุปโภคบริโภค ได้ตลอดปี และสมควรปลูกป่าตามบริเวณขอบอ่างเก็บน้ำต่างๆ ที่ทำการก่อสร้างด้วย
ต่อมา พระบาทสมเด็จพระเจ้าอยู่หัว ได้พระราชทานพระราชดำริให้ดำเนินการจัดหาที่ดินจำนวนหนึ่งนำมาใช้จัดทำโครงการเพื่อพัฒนาและช่วยเหลือประชาชนในบริเวณพื้นที่ดังกล่าว และพระราชทานชื่อว่า โครงการห้วยองคตอันเนื่องมาจากพระราชดำริ และได้พระราชทานพระราชทรัพย์ส่วนพระองค์ และงบประมาณจากมูลนิธิชัยพัฒนา ในการสนับสนุนการดำเนินงานโครงการฯ ทั้งนี้ ในการดำเนินงานโครงการยึดหลัก “บวร” และการบริหารจัดการทรัพยากรธรรมชาติที่เหมาะสมกับสภาพพื้นที่ เพื่อให้ราษฎรได้อยู่อาศัยและทำกิน กับธรรมชาติอย่างเกื้อหนุนกัน
โครงการห้วยองคตอันเนื่องมาจากพระราชดำริ มีพื้นที่ครอบคลุม 4 หมู่บ้าน ได้แก่ หมู่ที่ 2 บ้านเขาหินตั้ง หมู่ที่ 3 บ้านห้วยแม่ระวัง หมู่ที่ 4 บ้านม่วงเฒ่า และหมู่ที่ 5 บ้านบารมี รวมเป็นพื้นที่โครงการทั้งหมดประมาณ 20,625 ไร่

ผลการดำเนินงาน
สำนักงาน กปร. และหน่วยงานราชการที่เกี่ยวข้องได้ร่วมดำเนินงานโครงการห้วยองคตอันเนื่องมาจากพระราชดำริ ตั้งแต่ปี 2533 โดยมีผลการดำเนินงานการพัฒนาด้านต่างๆ ดังนี้
1. แผนงานด้านการพัฒนาโครงสร้างพื้นฐาน และการจัดระเบียบชุมชน
1.1 งานพัฒนาแหล่งน้ำเพื่อการเกษตร ก่อสร้างอ่างเก็บน้ำ จำนวน 5 แห่ง พร้อมระบบส่งน้ำเข้าพื้นที่การเกษตร พร้อมทั้งขุดสระน้ำในพื้นที่การเกษตรและขุดลอกลำห้วยเป็นระยะๆ
1.2 งานพัฒนาด้านสาธารณูปโภค ดำเนินการก่อสร้างถนนลูกรัง ถนนลาดยางและถนนคอนกรีตในบริเวณแปลงที่ดินทำกินและแปลงที่อยู่อาศัย จัดสร้างระบบไฟฟ้า ระบบประปา โทรศัพท์ทางไกลผ่านดาวเทียม จัดสร้างโรงพยาบาลขนาด 30 เตียง 1 แห่ง โรงเรียนมัธยม 1 แห่ง โรงเรียนประถมศึกษา 2 แห่ง ศูนย์การศึกษานอกโรงเรียน 1 แห่ง ศูนย์พัฒนาเด็กเล็ก 4 แห่ง และวัด 4 แห่ง
1.3 งานจัดแปลงที่อยู่อาศัย และแปลงที่ดินทำกินให้แก่ราษฎร โดยดำเนินการจัดแปลงที่อยู่อาศัยและอาคารพาณิชย์ รวมทั้งสิ้น จำนวน 1,146 แปลง พื้นที่ 1,013-0-61 ไร่ และจัดแปลงเกษตรในพื้นที่เขตส่งน้ำอ่างเก็บน้ำทั้ง 5 แห่ง โดยจัดพื้นที่แปลงละ 8 ไร่ จำนวน 906 แปลง เนื้อที่รวมทั้งสิ้น 7,248 ไร่
2. แผนงานด้านพัฒนาสังคมดำเนินการให้มีการรวมกลุ่มต่างๆ เพื่อให้ราษฎรมีส่วนร่วมในการพัฒนาท้องถิ่นและช่วยเหลือชุมชน ตลอดจนสนับสนุนกิจกรรมต่าง ๆ เพื่อสร้างความสามัคคี ได้แก่ คณะกรรมการสตรีหมู่บ้าน กลุ่มออมทรัพย์เพื่อการผลิต และกลุ่มอาชีพ เป็นต้น
3. แผนงานด้านการพัฒนาเศรษฐกิจดำเนินการส่งเสริมให้เกษตรกรทำการเกษตรแบบผสมผสาน มีการปลูกพืชหลายชนิด และเลี้ยงสัตว์ มีการรวมกลุ่มอาชีพต่าง ๆ จัดหาอาชีพเสริมให้แก่ราษฎร ยกตัวอย่างเช่น การปลูกผักปลอดสารพิษ การส่งเสริมการปลูกไม้ผล และการส่งเสริมการเลี้ยงไก่ไข่ เป็นต้น
