ในเดือนเมษายน 2539 กองสงเคราะห์เด็กและบุคคลวัยรุ่น ได้ขออนุมัติ ปรับเปลี่ยนชื่อสถานแรกรับเด็กภาคเหนือจังหวัดเชียงใหม่ เป็นสถานสงเคราะห์เด็กบ้านเวียงพิงค์ เนื่องจากพิจารณาเห็นว่าจำนวนเด็กที่ต้องได้รับการแก้ไขปัญหา ปรับเปลี่ยนพฤติกรรม เด็กเร่ร่อน พลัดหลง มีปัญหาความประพฤติ ตามภารกิจของสถานแรกรับเด็กภาคเหนือมีจำนวนลดน้อยลง ประกอบกับกรมประชาสงเคราะห์ ได้จัดทำโครงการรณรงค์เพื่อป้องกันโรคเอดส์และมอบหมายให้สถานแรกรับเด็กภาคเหนือจังหวัดเชียงใหม่ให้การสงเคราะห์และรับเด็กกำพร้า เด็กถูกทอดทิ้ง ที่ได้รับผลกระทบจากบิดามารดาเสียชีวิตด้วยโรคเอดส์ เข้าไว้ในความอุปการะ ตั้งแต่ปีงบประมาณ 2536 เป็นต้นมา ต่อมากรมประชาสงเคราะห์ได้จัดทำประกาศกรมประชาสงเคราะห์ จำนวน 2 ฉบับ คือ
