๑. คำว่า "ขอนแก่น” ที่ต่อจากเทศกาลไหม น่าจะอยู่ในตำแหน่งที่แสดงความเป็นเจ้าของทั้ง "งานไหมและผูกเสี่ยว” ถ้าหากคงไว้ตามเดิมก็อาจทำให้เข้าใจว่าเทศกาลไหม เป็นของจังหวัดขอนแก่น ส่วนประเพณีผูกเสี่ยวไม่ใช่ แต่ถ้าหากจะนำไปไว้หลังคำว่า "ประเพณีผูกเสี่ยว” ก็จะทำให้มีความรู้สึกว่าชื่อของงานซึ่งยาวอยู่แล้ว ยาวขึ้นไปอีก
๒. งานเทศกาลไหมนี้ "ดัง” พอสมควรแล้วและกำลังจะได้รับความสนใจเพิ่มขึ้นเรื่อยๆ ไม่จำเป็นต้องระบุว่าเป็นงานของจังหวัดใดเพียงบอกว่า "งานไหม” ก็ต้องเข้าใจทันทีว่าต้องไปขอนแก่น เป็นงานของขอนแก่น และที่สุดก็ได้ผลสรุปว่าใช้ชื่องานว่า "งานเทศกาลไหมขอนแก่นและพิธีผูกเสี่ยว”
ต่อมาในปี พ.ศ. ๒๕๒๖ ได้เพิ่มคำว่า งานกาชาดเข้าไปด้วย จึงมีชื่องานว่า "งานเทศกาลไหมประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น” ตั้งแต่นั้นเป็นต้นมาจนปัจจุบัน พร้อมได้มีการเพิ่มวันจัดงานจากทุกปี ที่จัดเพียง ๗ วัน มาเป็น ๑๐ วันด้วย
มาปี ๒๕๒๘ ได้พิจารณางดกิจกรรมประเพณีผูกเสี่ยว เนื่องจากภาวะเศรษฐกิจ ชื่อของงานจึงเหลือเพียง "งานเทศกาลไหมและงานกาชาดจังหวัดขอนแก่น”
ปี ๒๕๒๙ พิธีผูกเสี่ยว ได้นำกลับมาจัดเป็นหลักของงานอีก จึงใช้ชื่องานเหมือนเดิม คือ "งานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น” และใช้มาจนทุกวันนี้ ( สมัยนั้น ถ้าหากมีการถามกันว่า ชื่อของการจัดงานประเพณีประจำจังหวัด ของจังหวัดใดมีชื่อยาวที่สุด คำตอบก็จะไม่พ้น

ปี ๒๕๓๒ ได้เพิ่มวันจัดงานอีก ๒ วัน ในวันที่ ๙ , ๑๐ ธันวาคม ๒๕๓๒ เพื่อนำรายได้เฉพาะ ๒ วันนี้ สมทบทุนปรับปรุงและบูรณะอนุสาวรีย์ จอมพล สฤษดิ์ ธนะรัชต์ บริเวณสวนรัชดานุสรณ์ ซึ่งเป็นส่วนหนึ่งของบริเวณจัดงานฯ ตั้งแต่นั้นมาการจัดงานจึงมี ๑๒ วันจนถึงทุกวันนี้
ปี ๒๕๓๕ - ๒๕๓๗ มีการย้ายสถานที่จัดงานจากที่เคยจัด คือจากสนามหน้าศาลากลางจังหวัดไปจัด ณ สนามกีฬากลางจังหวัด
ปี ๒๕๓๘ จนถึงปัจจุบัน การจัดงานกลับมาที่หน้าศาลากลางจังหวัดขอนแก่นเหมือนเดิม
วัตถุประสงค์หลักการจัดงาน
การจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น กำหนดตั้งแต่วันที่ ๒๙ พฤศจิกายน – ๑๐ ธันวาคม ของทุกปี รวม ๑๒ วัน ๑๒ คืนนั้น มีแนวทางการจัดงาน หรือประเด็นหลัก เน้นหนักใน ๓ ประการ คือ
ประการที่ ๑ งานเทศกาลไหม จะแสดงเอกลักษณ์ความสวยสดงดงามของลายผ้าไหมของชาวขอนแก่น ซึ่งถือได้ว่าเป็นแหล่งรวมผ้าไหม ที่มากและสวยที่สุดในประเทศไทย
ประการที่ ๒ ประเพณีผูกเสี่ยว ถือเป็นประเพณีพื้นบ้านสืบทอดกันมานาน จนเป็นวัฒนธรรมท้องถิ่น แสดงออกถึงความรัก ความผูกพัน ประดุจพี่น้อง
ประการที่ ๓ งานกาชาดจังหวัด เป็นองค์กรหลักสำคัญในการสงเคราะห์แก่ผู้ยากไร้ เป็นองค์กรที่จะส่งเสริมโอกาสทางสังคมให้กับพี่น้องประชาชน
มาปี ๒๕๔๕ มีการเพิ่มวันจัดงานอีก ๒ วัน คือ ระหว่างวันที่ ๒๙ พฤศจิกายน ถึง วันที่ ๑๒ ธันวาคม ๒๕๔๕ รวม ๑๔ วัน
ในปี ๒๕๔๖ กำหนดจัดงาน ๑๒ วัน เช่นเดิมแต่มีการปรับเปลี่ยนวันให้เร็วขึ้น เนื่องจากจะมีพิธีเปิดศาลากลางจังหวัดขอนแก่น หลังใหม่ โดยเลื่อนวันเร็วขึ้น คือจัดระหว่างวันที่ ๒๗ พฤศจิกายน ถึง วันที่ ๘ ธันวาคม ๒๕๔๖ ทั้งนี้เพื่อให้มีเวลาเตรียมสถานที่ประกอบพิธี คือ สมเด็จพระเทพรัตนราชสุดาฯสยามบรมราชกุมารี เสด็จพระราชดำเนินทรงเป็นประธานประกอบพิธีเปิดอาคารศาลากลางจังหวัดขอนแก่น (หลังใหม่) อย่างเป็นทางการ ในวันที่ ๑๒ ธันวาคม ๒๕๔๖ จึงมีเลื่อนการจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น ประจำปี ๒๕๔๖ เป็นวันที่ ๒๗ พฤศจิกายน - ๘ ธันวาคม ๒๕๔๖ รวมเวลาจัดงาน ๑๒ วันเหมือนเดิม
สำหรับการนับปีการจัดงาน หากนับการจัดงานเทศกาลไหม (ไม่รวมผูกเสี่ยว) ครั้งแรกจัดเมื่อปี ๒๕๒๒ จนถึงปัจจุบัน (๒๕๕๔) รวมทั้งสิ้น ๓๓ ปี หากนับปีที่เริ่มให้มีพิธีผูกเสี่ยวซึ่งเริ่มเมื่อปี ๒๕๒๓ ถึงปัจจุบัน คือ ปี ๒๕๕๔ จะเป็นปีที่ ๓๐ ซึ่งการจัดงานเทศกาลไหมฯ ๒๙ ครั้งที่ผ่านมา มีการเปลี่ยนแปลงพิธีการ มหรสพ สถานที่และการละเล่นต่างๆไปตามยุคสมัย แต่วัตถุประสงค์ของการจัดงาน ยังคงเหมือนเดิม คือ
ประการที่ ๑ เพื่อเป็นการส่งเสริมอาชีพและเพิ่มพูนรายได้แก่ราษฎร
ประการที่ ๒ เพื่อส่งเสริมให้มีการเพิ่มผลผลิตจากไหม และพัฒนาคุณภาพผลิตภัณฑ์ไหมให้มีมาตรฐาน เป็นที่เชื่อถือและแพร่หลายยิ่งขึ้น
ประการที่ ๓ เพื่อส่งเสริมอุตสาหกรรมในครอบครัว และการผลิตสินค้าพื้นเมืองต่าง ๆ
ประการที่ ๔ เผยแพร่ความรู้ วิทยาการและเทคโนโลยีสมัยใหม่ทางด้านการเกษตรอุตสาหกรรมและพาณิชย์ให้แก่เกษตรกร ผู้ประกอบการ รวมทั้งประชาชนทั่วไป
ประการที่ ๕ เพื่อผดุง รักษาศิลปวัฒนธรรมพื้นบ้าน ขนบธรรมเนียมประเพณี ตลอดจนการละเล่นพื้นเมืองของภาคอีสาน
ประการที่ ๖ เพื่อเป็นการส่งเสริมกิจกรรม โครงการต่างๆ ตานโยบายรัฐบาล
