ไม่เคยต้องโทษตามคำพิพากษา หรือถูกเปรียบเทียบปรับ ในความผิดตามพระราชบัญญัตินี้ หรือตามประกาศของคณะปฏิวัติ ฉบับที่ 281 ลงวันที่ 24 พฤศจิกายน พ.ศ. 2515 เว้นแต่พ้นโทษมาแล้วไม่น้อยกว่าห้าปีก่อนวันขอรับใบอนุญาต
