เมื่อวันที่ 12 ธ.ค. พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและหัวหน้าคณะรักษาความสงบแห่งชาติ(คสช.) กล่าวในรายการ "คืนความสุขให้คนในชาติ" ออกอากาศทางโทรทัศน์รวมการเฉพาะกิจแห่งประเทศไทย ตอนหนึ่ง ว่า ปัญหาสำคัญของบ้านเราในเวลานี้มีอยู่หลายเรื่องด้วยกัน อาทิ การไม่เคารพกฎหมาย ทำให้เจ้าหน้าที่บังคับใช้กฎหมายไม่ได้ ไม่ใช่ว่ากฎหมายจะทำเพื่อละเมิดสิทธิ์มนุษยชน ต้องถามว่าแล้วเขาละเมิดสิทธิมนุษยชนคนอื่นหรือไม่ อาจมีคนไม่ชอบ เกิดการทะเลาะกัน ซึ่งรัฐบาลต้องไปแก้ปัญหา ความไม่เชื่อมั่นกระบวนการยุติธรรม การที่คนไทยไม่ทราบขั้นตอนการทำงานของภาครัฐ จึงไม่สามารถพัฒนาใดๆได้ เพราะมีการประท้วงล้มล้างกันในทุกเรื่อง นอกจากนี้ประชาชนไม่ทราบว่าจะร่วมมือกับรัฐบาล ตรงไหน เมื่อไหร่ หลายคนใช้ความรู้สึกความคิดส่วนตัวมาตัดสินปัญหา ส่งผลให้เกิดความขัดแย้ง ซึ่งเป็นสิ่งที่จะมีคนที่เอามาใช้ประโยชน์ หลายเรื่องที่ประชาชนน่าจะเข้าใจแต่ปรากฏว่าไม่รู้เรื่องเหมือนเดิม ตนจึงพยายามพยายามให้ทุกคนได้รับทราบ แต่บางทีกลับไม่ค่อยได้รับความสนใจ เพราะเคยชิน ดังนั้นทุกคนต้องปรับตัวเอง ทั้งข้าราชการ ประชาชน และภาคธุรกิจเอกชน เพื่อให้มีความเข้าใจตรงกัน

“ถ้าคนไม่รู้กฎหมายแต่มีเจตนาบริสุทธิ์ ก็เป็นเครื่องมือของเขา เคลื่อนไหวไปโน่นไปนี่ ท่านต้องดูกฎหมายก่อนว่าสิ่งที่จะทำนั้น ผิดกฎหมายหรือเปล่า การแสดงความคิดเห็นของท่านนี่ ถ้าเป็นความคิดเห็นทางการเมืองหรือทางประชาธิปไตย มันใช่เวลาหรือยังใช่ไหม แล้วการกระทำต่างๆ มีผลกระทบกับการจราจร ผลกระทบกับคนอื่นที่ไม่เห็นด้วยหรือไม่ ขอให้คิดร่วมกันถึงสิ่งเหล่านี้ ไม่อย่างนั้นแก้ไขอะไรไม่ได้ วันนี้ผมอยากขอร้องนักการเมือง ข้าราชการ ประชาชนทุกคน ทุกหมู่เหล่า ภาคธุรกิจเอกชน ต้องร่วมมือกัน เข้าใจตรงนี้ ทำอย่างไรจะร่วมมือ จับมือกันได้ในลักษณะการเป็นประชารัฐ”นายกรัฐมนตรี กล่าว

พล.อ.ประยุทธ์ ยังกล่าวถึงการเตรียมความพร้อมสำหรับการเปิดประชาคมเศรษฐกิจอาเซียน (เออีซี) ว่า ประชาคมเศรษฐกิจอาเซียน กำลังจะเริ่มในปีใหม่ที่จะมาถึงนี้ ซึ่งรัฐบาลไทยได้ดำเนินการอย่างบูรณาการและประสานสอดคล้อง ตั้งแต่ต้นทาง กลางทาง และปลายทาง เพื่อการพัฒนาขีดความสามารถในการแข่งขันของประเทศในทุกด้าน อาทิ การผลักดันการส่งออก เพื่อเปิดประตูการค้า และขยายความร่วมมือทางเศรษฐกิจ การปรับเปลี่ยนยุทธศาสตร์ส่งเสริมการลงทุนในช่วง 7 ปี ตั้งแต่ปี 2558-2564 มุ่งสู่แนวทางจัดตั้งคลัสเตอร์หรือซูเปอร์คลัสเตอร์ การเดินหน้าการพัฒนาเขตเศรษฐกิจพิเศษตามแนวชายแดน การปรับปรุงกฎหมายให้มีความเป็นสากล ทั้งกฎหมายเรื่องอำนวยความสะดวก การค้าการลงทุน สิทธิมนุษยชน และกฎหมายที่ประชาชนได้ประโยชน์ และการเตรียมความพร้อมบุคคลากรในด้านต่างๆนั้น ซึ่งในเรื่องของแรงงาน ต้องควบคุมกันให้ได้ ทุกคนเป็นมนุษย์ต้องดูแลเขาให้ดีที่สุด อย่าไปเอาเปรียบเขา การค้ามนุษย์เป็นสิ่งที่ร้ายแรง วันนี้มีโทษมากมาย เพื่อแสดงให้เห็นถึงความจริงใจของรัฐบาล ไม่ว่าจะในเรื่องของการทำความผิด เรื่องของประมงในเรื่องของค้ามนุษย์ จะต้องลงโทษอย่างเด็ดขาด นอกจากนี้ตนได้เน้นว่าปี 2560 บัตรประชาชนน่าจะมีการระบุอาชีพและรายได้ เพื่อแยกแยะให้ได้ว่ารัฐบาลจะได้ใช้งบประมาณอย่างไรให้เหมาะสม.
