พิชิต ลิขิตกิจสมบูรณ์ ถึงวันนี้ เริ่มมีแนวโน้มแล้วว่า อาจจะมีประชามติว่าด้วยร่างรัฐธรรมนูญ 2558 เมื่อทั้งคณะกรรมาธิการยกร่างรัฐธรรมนูญ สภาปฏิรูปแห่งชาติ และสภานิติบัญญัติแห่งชาติ ต่างมีความเห็นไปในทางเดียวกันว่า เห็นควรให้มีประชามติ ส่วนคำถามที่ว่า ถ้าผลของประชามติเป็น “ไม่รับร่างรัฐธรรมนูญ” แล้วจะต้องดำเนินการต่อไปอย่างไรนั้น ดูเหมือนจะมี “ทางเลือก” อยู่เพียงสองทางคือ ให้นำเอารัฐธรรมนูญฉบับใดฉบับหนึ่งในอดีตมาปรับใช้ หรือให้คณะกรรมาธิการทำการยกร่างใหม่ทั้งฉบับอีกรอบหนึ่ง

แต่ยังมีข้อเสนอจากนักการเมืองและประชาชนแยกเป็นสามแนวทางคือ ให้นำรัฐธรรมนูญ 2550 (ข้อเสนอของพรรคประชาธิปัตย์) หรือรัฐธรรมนูญ 2540 (นักการเมืองบางคนในพรรคเพื่อไทย) มาปรับใช้ หรือให้มีสภาร่างรัฐธรรมนูญที่มาจากการเลือกตั้งเพื่อยกร่างใหม่ทั้งฉบับ (ข้อเสนอของกลุ่มเรียกร้องประชามติที่เป็นประชาธิปไตย)

การ “คว่ำบาตรทุกอย่าง” แม้จะฟังดูดีในทางการเมือง แต่ผลทางปฏิบัติก็คือ การปล่อยให้กระบวนการของรัฐธรรมนูญชั่วคราวดำเนินไปอย่างลื่นไหลจนถึงประกาศใช้รัฐธรรมนูญ มีการเลือกตั้งและจัดตั้งรัฐบาลใหม่โดยไร้อุปสรรคใด ๆ นั่นเอง เพราะภายใต้อำนาจเบ็ดเสร็จของมาตรา 44 การคว่ำบาตรทุกอย่างดังว่าก็คือการที่คนจำนวนหนึ่งบอกกับตัวเองว่า “ไม่ยอมรับรัฐประหาร” แล้วก็ไม่ทำอะไร เป็นการมัดมือมัดเท้าและปิดประตูตัวเองออกไปจากการต่อสู้ทางการเมืองในขณะนั้น ขณะที่ประชาชนส่วนข้างมากไม่ได้รับรู้อะไรนอกจากเฝ้าดูกระบวนการร่างรัฐธรรมนูญที่ดำเนินไปเรื่อย ๆ จนมีการเลือกตั้ง

แต่นี่เป็นข้อเสนอที่ไร้เดียงสาทางการเมืองยิ่ง เพราะนักการเมืองย่อมมีผลประโยชน์ของตนเองเป็นสำคัญ ซึ่งก็คือ มีการเลือกตั้ง ได้เข้าสู่สภาผู้แทนราษฎรและจัดตั้งรัฐบาล ประสบการณ์ในช่วงสิบปีมานี้ ยังไม่เพียงพออีกหรือที่จะเรียนรู้ว่า พรรคการเมืองในระบบเลือกตั้งไม่อาจเป็นกองหน้าต่อสู้เพื่อประชาธิปไตยได้ สิ่งที่พวกเขาทำได้อย่างมากที่สุดคือ การสนับสนุนประชาชนอยู่ข้างหลัง และคอยรับดอกผลจากการต่อสู้ของประชาชนเท่านั้น!
