ความเป็นมาพอสังเขป
ประชาคมเศรษฐกิจอาเซียน (เออีซี) เกิดขึ้นมาจากการพัฒนาสมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (อาเซียน) เนื่องจากสมาชิกอาเซียนเห็นว่า ปัจจุบันอาเซียนมีจำนวนประเทศ 10 ประเทศ ประชากรเกือบ 500 ล้านคน ดังนั้นถือว่าเป็นเศรษฐกิจภูมิภาคขนาดใหญ่ จึงควรร่วมมือกัน เพื่อทำให้อาเซียนมีความเข้มแข็งในด้านต่าง ๆ มากขึ้น เหตุนี้เอง อาเซียนจึงกลายสภาพเป็น เออีซี ในที่สุด โดยจะก่อตั้งเออีซีอย่างเป็นทางการใน พ.ศ. 2558 เลื่อนเข้ามาจากเดิมคือ พ.ศ. 2563
อย่างไรก็ตาม อนาคตข้างหน้า เออีซีมีแนวโน้มขยายเป็น อาเซียน +3 คือ เพิ่ม จีน เกาหลีใต้ และญี่ปุ่น ก่อนที่จะเป็น อาเซียน +6 โดยเพิ่ม จีน เกาหลีใต้ ญี่ปุ่น ออสเตรเลีย นิวซีแลนด์ และอินเดีย

โดยในการประชุมสุดยอดอาเซียน ASEAN Summit ครั้งที่ 8 เมื่อ 4 พฤศจิกายน พ.ศ. 2545 ณ กรุงพนมเปญ ประเทศกัมพูชา ที่ได้เห็นชอบให้อาเซียนกำหนดทิศทาง ได้มีการดำเนินงานที่แน่ชัดเพื่อนำไปสู่เป้าหมายที่ชัดเจน ได้แก่การเป็นประชาคมเศรษฐกิจอาเซียน โดยจะมีตลาดและฐานการผลิตร่วมกัน และจะมีการเคลื่อนย้ายสินค้า บริการ การลงทุน เงินทุน และแรงงานมีฝีมืออย่างเสรีสำหรับการตั้งประชาคมเศรษฐกิจอาเซียนได้กำหนดให้ สำเร็จภายในปี พ.ศ. 2558 ( ค.ศ. 2015)
เป้าหมายสำคัญของ ประชาคมเศรษฐกิจอาเซียน หรือ AEC มี 4 ด้าน คือ
1. เป็นตลาดและฐานการผลิตร่วมกัน (Single Market and Production Base)
เพื่อเคลื่อนย้ายสินค้า บริการ ลงทุน แรงงานฝีมือ เงินทุน อย่างเสรี
