บริษัท ปตท. จำกัด (มหาชน) และ มหาวิทยาลัยศิลปากร จัดประกวดศิลปกรรม ปตท. ขึ้นอย่างต่อเนื่องตั้งแต่ปี พ.ศ. 2529 เป็นต้นมา โดยปีนี้เป็นครั้งที่ 31 ในหัวข้อ “พอเพียง..เพียงพอ ชีวิตที่ยั่งยืนบนแผ่นดินไทย” เพื่อส่งเสริมให้ศิลปินทุกระดับมีความคิดริเริ่มสร้างสรรค์ ถ่ายทอดความรู้สึกนึกคิดและจินตนาการของตนสู่สาธารณชนผ่านผลงานศิลปกรรม และสนับสนุนการพัฒนาวงการศิลปะร่วมสมัยของไทย ด้วยแนวคิดปรัชญาเศรษฐกิจพอเพียง อันจะช่วยกระตุ้นเตือนคนในสังคม ให้รู้จักการดำรงชีวิตอย่าง “พอเพียง...เพียงพอ” ในทุกๆ ด้าน บริหารทรัพยากรและสิ่งแวดล้อมอย่างรู้คุณค่าและเกิดประโยชน์สูงสุด และสามารถนำไปประยุกต์ใช้ให้เข้ากับการดำเนินชีวิตได้อย่างกลมกลืน ด้วยวิธีการที่ง่ายและทำได้จริง เสมือนการร่วมแรงร่วมใจช่วยกันปลูกจิตสำนึก เพาะเมล็ดพันธุ์แห่งความพอเพียง เพื่อสังคมไทยที่น่าอยู่และยั่งยืนสืบไป
สำหรับการประกวดศิลปกรรม ปตท. เป็นการประกวดแบบไม่จำกัดประเภทผลงานศิลปกรรม แบ่งการประกวดเป็น 2 ระดับ ได้แก่ ระดับเยาวชน 3 กลุ่มอายุ คือ กลุ่มอายุต่ำกว่า 9 ปี กลุ่มอายุ 9 - 13 ปี และกลุ่มอายุ 14 - 18 ปี และระดับประชาชนทั่วไป (18 ปี ขึ้นไป)
