พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ ให้จัดตั้ง มูลนิธิราชประชานุเคราะห์ ในพระบรมราชูปถัมภ์ขึ้นตั้งแต่เมื่อวันที่ ๒๕ ตุลาคม ๒๕๐๕ เพื่อช่วยเหลือราษฎรที่ปรสบความเดือดร้อนจากเหตุการณ์วาตภัยและอุทกภัยขึ้นที่แหลมตะลุมพุก จังหวัดนครศรีธรรมราชทำให้ต้องสูญเสียทั้งชีวิตและทรัพย์สินไปเป็นจำนวนมาก
ในเหตุการณ์ครั้งนั้น พระบาทสมเด็จพระเจ้าอยู่หัว ทรงเป็นผู้นำในการให้ความช่วยเหลือทันที โดยทรงพระกรุณาโปรดเกล้าฯ ให้สถานีวิทยุ อ.ส พระราชวังดุสิตประกาศให้ประชาชนทราบข่าว และเชิญชวนบริจาคเงินและสิ่งของเพื่อส่งไปช่วยเหลือผู้ประสบเคราะห์กรรม ปรากฏว่ามีผู้ร่วมบริจาคเงินโดยเสด็จพระราชกุศล ประมาณ ๑๑ ล้านบาท พระองค์ได้พระราชทานเงินทั้งหมดให้กรมประชาสงเคราะห์ นำไปดำเนินการช่วยเหลือผู้ประสบภัยต่อไป ปรากฏว่าหลังการให้ความช่วยเหลือ ยังคงมีเงินเหลืออยู่อีกประมาณ ๓ ล้านบาท จึงทรงพระกรุณาโปรดเกล้าฯ ให้นำไปจัดตั้งมูลนิธิราชประชานุเคราะห์ หมายถึง มูลนิธิที่พระมหากษัตริย์และประชาชนร่วมกันจัดตั้งขึ้น มีวัตถุประสงค์ เพื่อสงเคราะห์ช่วยเหลือผู้ประสบสาธารณภัยโดยฉับพลันทั่วประเทศ ในลักษณะการช่วยเหลือเฉพาะหน้าเกี่ยวกับเครื่องอุปโภคบริโภค และสิ่งของที่จำเป็นแก่การดำรงชีวิต
๒๓ สิงหาคม ๒๕๐๖ เริ่มกิจการ "มูลนิธิราชประชานุเคราะห์ในพระบรมราชูปถัมภ์" เพื่อช่วยบรรเทาทุกข์แก่ประชาชนผู้ที่ได้รับความทุกข์ยากเดือดร้อนจากเหตุสาธารณภัยต่างๆ อย่างทันท่วงที ตลอดจนสงเคราะห์เรื่องทุนการศึกษา อุปกรณ์การศึกษา และโรงเรียน

พุทธศักราช ๒๕๐๖ ทรงจัดตั้งมูลนิธิราชประชานุเคราะห์ และพระราชทานสิ่งของแก่ผู้ประสบภัย

พระราชทานพระราชดำรัสให้จัดตั้งโรงเรียนราชประชานุเคราะห์และเสด็จฯ ไปพระราชทานสิ่งของแก่เด็กนักเรียน
ได้พระราชทานพระราชทรัพย์ให้สร้างโรงเรียนประชาบาล ที่ถูกพายุแฮเรียตพัดพัง รวม ๑๒ โรงเรียนใน ๒ จังหวัดภาคใต้ และพระราชทานชื่อว่า "โรงเรียนราชประชานุเคราะห์ ๑ ๒ ๓ ๔ ๕ ถึง ๑๒ ตามลำดับ" และได้พระราชทานโรงเรียนราชประชานุเคราะห์ ให้แก่ผู้ประสบภัยอีกหลายแห่งในระยะต่อมา รวมจำนวน ๓๙ แห่ง
