แนวพระราชดำริเรื่อง “ดิน”"ดิน” เป็นปัจจัยการผลิตที่สำคัญอย่างหนึ่งเคียงคู่กับ “น้ำ” ในการทำเกษตร ต่อให้มีทรัพยากรน้ำอุดมสมบูรณ์ แต่มีดินที่เลว กล่าวคือ โครงสร้างแน่น อัดตัวเป็นก้อน ปราศจากซึ่งธาตุอาหารที่จำเป็นต่อการเติบโตของพืช ก็เป็นการยากต่อการปลูกพืชไม่ว่าพืชชนิดใดๆ ด้วยเหตุนี้พระบาทสมเด็จพระเจ้าอยู่หัวฯ จึงเล็งเห็นความสำคัญของดิน โดยเฉพาะการปรับปรุงบำรุงดินและการจัดสรรที่ดิน ซึ่งเป็นหัวใจสำคัญของประเทศที่ทำการเกษตรเป็นหลักอย่างไทยเราจึงนำมาซึ่งแนวพระราชดำริในการแก้ไขปัญหาดินที่สำคัญดังนี้1. การแก้ปัญหาขาดแคลนที่ดินทำกินของเกษตรกร
ปัญหาการขาดแคลนที่ดินทำกินของเกษตรกร เป็นปัญหาสำคัญยิ่งในช่วง 4 ทศวรรษที่ผ่านมา งานจัดและพัฒนาที่ดินเป็นงานแรกๆ ที่พระบาทสมเด็จพระเจ้าอยู่หัวทรงให้ความสำคัญ ทรงเริ่มโครงการพัฒนาที่ดินหุบกะพง ตามพระราชประสงค์ เมื่อปี พ.ศ. ๒๕๑๑ โดยมุ่งแก้ไขปัญหาการไม่มีที่ดินทำกินของเกษตรกรเป็นสำคัญ ดังพระราชดำรัสไว้ ณ สำนักงาน กปร. ในปี พ.ศ. 2531 ว่า
“มีความเดือดร้อนอย่างยิ่งว่าประชาชนในเมืองไทยจะไร้ที่ดิน และถ้าไร้ที่ดินแล้วก็จะทำงานเป็นทาสเขา ซึ่งเราไม่ปรารถนาที่จะให้ประชาชนเป็นทาสคนอื่น แต่ถ้าเราสามารถที่จะขจัดปัญหานี้ โดยเอาที่ดินจำแนกจัดสรรอย่างยุติธรรม อย่างมีการจัดตั้งจะเรียกว่านิคม หรือจะเรียกว่าหมู่หรือกลุ่ม หรือสหกรณ์ก็ตาม ก็จะทำให้คนที่มีชีวิตแร้นแค้นสามารถที่จะพัฒนาตัวเองขึ้นมาได้”

พระราชดำริแนวทางหนึ่งในการแก้ไขปัญหาเรื่องดิน คือ ทรงนำเอาวิธีการปฏิรูปที่ดินมาใช้ในการจัดและพัฒนาที่ดินที่เป็นป่าเสื่อมโทรม รกร้าง ว่างเปล่า นำมาจัดสรรให้เกษตรกรที่ไร้ที่ทำกินได้ประกอบอาชีพในรูปของหมู่บ้านสหกรณ์ และโครงการจัดและพัฒนาที่ดินในรูปแบบอื่นๆ ทั้งนี้โดยให้สิทธิทำกินชั่วลูกชั่วหลาน แต่ไม่ให้กรรมสิทธิ์ในการถือครอง พร้อมกับจัดบริการพื้นฐานให้ตามความเหมาะสม นอกจากนี้ยังมีการจัดพื้นที่ทำกินให้ราษฎรชาวไทยภูเขา สามารถดำรงชีพอยู่ได้เป็นหลักแหล่ง โดยไม่ต้องทำลายป่าอีกต่อไป
ในการจัดพื้นที่ต่าง ๆ ดังที่กล่าวมานี้ พระบาทสมเด็จพระเจ้าอยู่หัวทรงมีหลักการว่าต้องมีการวางแผนการจัดการให้ดีเสียตั้งแต่ต้น โดยใช้แผนที่และภาพถ่ายทางอากาศช่วย ไม่ควรทำแผนผังที่ทำกินเป็นลักษณะตารางสี่เหลี่ยมโดยไม่คำนึงถึงสภาพภูมิประเทศ แต่ควรจัดสรรพื้นที่ทำกินแนวพื้นที่รับน้ำจากโครงการชลประทาน นั่นคือ จะต้องดำเนินโครงการเกี่ยวกับการพัฒนาที่ดินเพื่อการเกษตรควบคู่ไปกับการพัฒนาแหล่งน้ำ เช่น โครงการนิคมสหกรณ์หุบกะพงในพระบรมราชูปถัมภ์ อ.ชะอำ จ. เพชรบุรี โครงการจัดพัฒนาที่ดินทุ่งลุยลาย อันเนื่องมาจากพระราชดำริ อ.คอนสาร จ.ชัยภูมิ และโครงการจัดพัฒนาที่ดินตามพระราชประสงค์หนองพลับ อ.หัวหิน จ.ประจวบคีรีขันธ์

ดังนั้น โครงการต่างๆ ในระยะหลัง จึงเป็นการรวบรวมความรู้ทั้งทางทฤษฎีและปฏิบัติจากหลากหลายสาขา มาใช้ร่วมกันในการจัดการทรัพยากรธรรมชาติ และที่ปรากฏให้เห็นได้อย่างชัดเจนก็คือ แนวคิดและตัวอย่างการจัดการทรัพยากรดินในศูนย์ศึกษาการพัฒนาอันเนื่องมาจากพระราชดำริ 6 แห่ง ที่ทรงมีพระราชดำริให้จัดตั้งขึ้นเพื่อทำการศึกษาค้นคว้าเกี่ยวกับการอนุรักษ์ดินและน้ำ เป็นตัวอย่างในการป้องกันการชะล้างพังทลายของดิน การขยายพันธุ์พืชเพื่ออนุรักษ์ดินและบำรุงดิน และสนับสนุนให้เกษตรกรเรียนรู้เข้าใจวิธีการอนุรักษ์ดินและน้ำ การปรับปรุงบำรุงดิน สามารถนำไปปฏิบัติได้เอง ทรงมีพระราชดำริว่า “การปรับปรุงที่ดินนั้นต้องอนุรักษ์ผิวดิน ซึ่งมีความสมบูรณ์ไว้ไม่ให้ไถ หรือลอกหน้าดินทิ้งไป สงวนไม้ยืนต้น ที่ยังเหลืออยู่ เพื่อที่จะรักษาความชุ่มชื่นของผืนดิน”
แนวพระราชดำริในด้านการอนุรักษ์และฟื้นฟูดิน ที่สำคัญแบ่งเป็น 4 ส่วน คือ
