"หลังสวน" เป็นเมืองเก่าแก่เมืองหนึ่ง ประวัติการตั้งเมืองสมัยเริ่มแรกไม่มีหลักฐานที่แน่ชัด สันนิษฐานว่า บริเวณที่ตั้งเมืองหลังสวนเดิมนั้น มีที่ดินอุดมสมบูรณ์เหมาะแก่การเพาะปลูกพืชผล จึงมีประชาชนเข้ามาอยู่อาศัยรวมกันจนกลายเป็นชุมชน และขยายเป็นเมือง โดยอยู่ในอาณาเขตปกครองของเมืองชุมพร ซึ่งมีศักดิ์เป็นเมืองตรี อันเป็นหนึ่งในหัวเมืองปักษ์ใต้ในยุคต้นกรุงรัตนโกสินทร์ ต่อมาปี พ.ศ.2427 รัชกาลที่ 5 โปรดเกล้า ฯ ให้ยกฐานะเมืองหลังสวนเป็นเมืองจัตวา ขึ้นตรงต่อกรุงเทพ ฯ โดยมีพระจรูญราชโภคากร
