เมื่อสิ้นสงครามโลกครั้งนั้น ปรากฏว่าไทยมีนักบินมากกว่า 100 นาย และได้มีการบริจาคทรัพย์เป็นจำนวนมากให้กระทรวงกลาโหมซื้อเครื่องบินใช้ในราชการจังหวัดต่างๆ ทั่วประเทศ และได้ตั้งชื่อเครื่องบินที่จัดซื้อตามชื่อจังหวัดที่มีผู้บริจาค
วันที่ 13 ตุลาคม พ.ศ. 2462 ผู้แทนรัฐบาลสยามพร้อมผู้แทนรัฐบาลนานาประเทศ ได้ลงชื่อสัญญานานาประเทศว่าด้วยการเดินอากาศ (Convention Concerning the Regulation of Aerial Navigation, October 13, 1919) และได้พระราชทานสัตยาบันเมื่อวันที่ 2 กุมภาพันธ์ พ.ศ. 2462 จึงได้มีประกาศกระแสพระบรมราชโองการตั้งเจ้าหน้าที่ดูแลการเดินอากาศ ซึ่งประกาศ ณ วันที่ 9 กุมภาพันธ์ พ.ศ. 2462 โดยกำหนด “เจ้าหน้าที่ผู้ซึ่งจะอำนวยการเรื่องเดินอากาศนี้ให้เป็นไปตามตกลงนั้น ให้ปรากฏแน่ชัด จึงมี พระบรมราชโองการดำรัสสั่งว่า ให้กระทรวงกลาโหม ซึ่งมีกรมอากาศยานทหารบกร่วมอยู่ด้วยนั้น เป็นเจ้าหน้าที่อำนวยการในกิจซึ่งเกี่ยวกับเรื่องเดินอากาศทั้งปวงโดยตลอดตั้งแต่บัดนี้สืบไป” (คัดลอกมาจาก ราชกิจจานุเบกษา เล่ม 36 หน้า 240, 241 วันที่ 15 กุมภาพันธ์ 2462) หลังจากมีประกาศฯ แล้วในวันที่ 27 กุมภาพันธ์ พ.ศ. 2462 มีการทดลองบินนำถุงไปรษณีย์จากดอนเมืองไปจันทบุรี ด้วยเครื่องบินแบบเบรเกต์ (Brequèt xiv) การทดลองทำการบินได้ผลเป็นที่พอใจ จึงมีการเปิดการบินรับส่งถุงไปรษณีย์ระหว่างนครราชสีมาและอุบลราชธานีด้วย
หลังจากนั้น กระทรวงกลาโหมได้พิจารณาเห็นว่ากำลังทางอากาศมิได้เป็นกำลังเฉพาะในด้านยุทธศาสตร์ทางทหารอย่างเดียว แต่มีประโยชน์อย่างกว้างขวางต่อกิจการด้านอื่นๆ เช่น การพาณิชย์ การคมนาคม การเรียกชื่อกรมอากาศยานทหารบกจึงไม่เป็นการเหมาะสมและไม่ตรงตามความมุ่งหมายที่ได้จัดตั้งขึ้น จึงมีคำสั่งกระทรวงกลาโหมลงวันที่ 1 ธันวาคม พ.ศ. 2464 ให้เปลี่ยนชื่อจาก “กรมอากาศยานทหารบก” เป็น “กรมอากาศยาน” ดังนั้นกรมอากาศยานจึงได้เปิดสายการบินไปรษณีย์ขึ้น เพื่อช่วยเหลือกรมไปรษณีย์โทรเลขในการรับส่งหนังสือในท้องที่ที่การคมนาคมยังไม่สะดวก เช่น ทางภาคตะวันออกเฉียงเหนือ นอกจากนั้นยังได้ใช้เครื่องบินลำเลียงเครื่องเวชภัณฑ์ และแพทย์พยาบาลไปทำการรักษาโรคระบาดในพื้นที่ทุรกันดาร และมีการลำเลียงผู้ป่วยทางอากาศอีกด้วย
ต่อมา พ.ศ. 2469 ได้มีเอกชนขออนุญาตจัดตั้งบริษัทการบินพาณิชย์ขึ้น ชื่อบริษัทการบินเมล์พาณิชย์ และได้เปลี่ยนชื่อเป็น บริษัท ขนส่ง จำกัด เมื่อวันที่ 5 มกราคม พ.ศ. 2473 รัฐบาลจึงได้มอบภารกิจบางส่วนเกี่ยวกับการเดินอากาศจากกระทรวงกลาโหมให้กระทรวงพาณิชย์และคมนาคมดำเนินงานแทน
เมื่อกิจการขนส่งทางอากาศมีประสิทธิภาพและมีบทบาททางกิจการค้าขายมากขึ้น กอปรกับพระราชบัญญัติควบคุมกิจการค้าขายอันกระทบถึงความปลอดภัยหรือผาสุกแห่งสาธารณชน ยังมิได้กำหนดลงไว้ว่ากระทรวง ทบวง การใดเป็นเจ้าหน้าที่รักษาการ จึงมีการกำหนดใน (4) ให้กระทรวงพาณิชย์และคมนาคมเป็นเจ้าหน้าที่ผู้รักษาการอันเกี่ยวกับ รถไฟ ขุดคลอง เดิรอากาศ โรงไฟฟ้าและประกันภัย ซึ่งประกาศมา ณ วันที่ 16 สิงหาคม พุทธศักราช 2472 และในพระราชบัญญัติว่าด้วยการเดิรอากาศแก้ไขเพิ่มเติมพุทธศักราช 2475 ประกาศมา ณ วันที่ 29 สิงหาคม พุทธศักราช 2475 ตามมาตรา 9 ให้เสนาบดีกระทรวงกลาโหมเป็นเสนาบดีผู้มีอำนาจและผู้รักษาการให้เป็นไปตามพระราชบัญญัตินี้
ใน พ.ศ. 2476 ได้มีการปรับปรุงระเบียบราชการบริหารขึ้นใหม่ ตามพระราชบัญญัติจัดตั้งกระทรวงและกรมขึ้นไว้ ได้มีกระทรวงต่างๆ รวม 7 กระทรวง โดยกิจการคมนาคมและการสื่อสารอยู่ในกระทรวงเศรษฐการ และตามพระราชกฤษฎีกาจัดวางระเบียบราชการสำนักงานและกรมในกระทรวงเศรษฐการ ประกาศ ณ วันที่ 29 มกราคม พุทธศักราช 2476 ตาม มาตรา 15 กรมการขนส่งแบ่งส่วนราชการดังนี้
1. สำนักงานเลขานุการกรม แบ่งเป็น 2 แผนก คือ (1) แผนกสารบรรณ (2) แผนกเบ็ดเตล็ด
2. กองการบินพลเรือน แบ่งเป็น 2 แผนก คือ (1) แผนกควบคุม (2) แผนกก่อสร้าง
พระราชกฤษฎีกานี้ ระบุไว้ชัดเจนระหว่างการบินของทหารและของพลเรือน หลังจากนั้นได้มีการปรับปรุงกระทรวง ทบวง กรม อีกหลายครั้ง ภาพโครงสร้างของการขนส่งทางอากาศด้านพลเรือนเริ่มเด่นชัดมากยิ่งขึ้น โดยมีพระราชบัญญัติโอนอำนาจและหน้าที่เกี่ยวกับราชการของกระทรวงหรือกรมซึ่งได้มีการปรับปรุงใหม่ พ.ศ. 2484 ตราไว้ ณ วันที่ 23 สิงหาคม พ.ศ. 2484 ตามมาตรา 5 ได้กล่าวถึง “บรรดาอำนาจและหน้าที่เกี่ยวกับราชการของกรมเจ้าท่า กรมไปรษณีย์โทรเลข กรมรถไฟและราชการอันเกี่ยวกับกองบินพาณิชย์ ฯลฯ ให้โอนไปเป็นอำนาจและหน้าที่ของกระทรวงคมนาคม และให้รัฐมนตรีว่าการกระทรวงคมนาคมเป็นเจ้าหน้าที่” และใน พ.ศ. 2485 ได้มีการประกาศใช้พระราชกฤษฎีกาจัดวางระเบียบราชการในกรมการขนส่ง โดยแบ่งส่วนราชการออกเป็น 4 กอง ได้แก่ สำนักงานเลขานุการกรม กองขนส่งทางบก กองขนส่งทางน้ำ และกองขนส่ง ทางอากาศ ซึ่งระบุให้ทำหน้าที่ควบคุม การขนส่งทางอากาศทั้งในและนอกประเทศ
ภายหลังได้มีการปรับปรุงการแบ่งส่วนราชการและการจัดวางระเบียบราชการของกรมการขนส่งขึ้นใหม่อีกหลายครั้ง แต่ก็ยังประกอบด้วยหน่วยงานที่ทำหน้าที่เกี่ยวกับการขนส่งทางบก ทางน้ำ และทางอากาศเช่นเดิม จนกระทั่งใน พ.ศ. 2497 จึงได้มีพระราชกฤษฎีกาจัดวางระเบียบราชการกรมการขนส่งในกระทรวงคมนาคมใหม่เพื่อให้มีสำนักงานการบินพลเรือน ซึ่งมีฐานะเทียบเท่ากองและมีการแบ่งส่วนราชการภายในออกเป็น 3 กอง คือ กองเทคนิค กองควบคุมการจราจรทางอากาศ และกองบริการขนส่งทางอากาศ แต่การพัฒนาด้านการขนส่งไม่ค่อยก้าวหน้าเท่าที่ควรเนื่องจากตัวบทกฎหมายที่เกี่ยวข้องกับการขนส่งที่ประกาศใช้ในขณะนั้นหลายฉบับมีความแตกต่างกันในเรื่องการให้อำนาจบริหาร
ใน พ.ศ. 2506 ได้เกิดความเปลี่ยนแปลงในการบริหารงานงานครั้งสำคัญของกรมการขนส่ง กล่าวคือ ได้มีการประกาศใช้พระราชบัญญัติปรับปรุงกระทรวง ทบวง กรม (ฉบับที่ 2) พ.ศ. 2506 ขึ้นในส่วนของกระทรวงคมนาคม ได้ยกฐานะสำนักงานการบินพลเรือนขึ้นเป็นกรมการบินพาณิชย์ ทำหน้าที่ส่งเสริมและพัฒนาด้านการบินพลเรือน รวมทั้งการพัฒนาท่าอากาศยานต่างๆ เพื่อใช้ในกิจการบินพลเรือนเกือบ 30 แห่ง ซึ่งใน ยุคเริ่มแรก ท่าอากาศยานในส่วนภูมิภาคเป็นการใช้ในกิจการทหารร่วมกันกับพลเรือน แต่แบ่งแยก การดำเนินการออกจากกันเป็นสัดส่วน
