สารธรรมมุนีและหลวงธุรนัยพินิจ อดีตผู้ว่าราชการจังหวัดขอนแก่น ได้ริเริ่มสร้างขึ้นโดยนำาหลักศิลาจารึกจากโบราณสถานในท้องที่อำาเภอชุมแพมาประกอบพิธีทางพุทธศาสนาและตั้งเป็นศาลหลักเมืองเมื่อวันที่ ๒๐ สิงหาคม พ.ศ. ๒๔๙๙
