ตามกฎกระทรวงแบ่งส่วนราชการสานักงบปร

ตามกฎกระทรวงแบ่งส่วนราชการสานักงบประมาณ สานักนายกรัฐมนตรี พ.ศ. ๒๕๕๑ ได้กาหนด อานาจหน้าที่ของสานักงบประมาณไว้ คือ
(๑) ดาเนินการตามกฎหมายว่าด้วยวิธีการงบประมาณและกฎหมายอื่นที่เกี่ยวข้อง
(๒) เสนอแนะนโยบายและแนวทางการจัดสรรงบประมาณให้เป็นไปตามแนวนโยบายแห่งรัฐ
และแนวทางการพัฒนาการเศรษฐกิจและสังคมในระดับชาติต่อคณะรัฐมนตรี
(๓) ให้คาปรึกษาแนะนาในการจัดทางบประมาณที่สอดคล้องกับการงบประมาณแก่ส่วนราชการ
และรัฐวิสาหกิจ
(๔) จัดทางบประมาณรายจ่ายโดยคานึงถึงวินัยทางการคลังและเสถียรภาพทางเศรษฐกิจ
(๕) จัดทาร่างพระราชบัญญัติงบประมาณรายจ่ายประจาปีและร่างพระราชบัญญัติงบประมาณ
รายจ่ายเพิ่มเติม เสนอต่อคณะรัฐมนตรี
(๖) จัดทาข้อเสนอเพิ่มหรือลดการจัดสรรงบประมาณให้ สอดคล้องกับสถานการณ์และกาลังเงิน
ของแผ่นดินต่อคณะรัฐมนตรีและนายกรัฐมนตรี
(๗) บริหารจัดการงบประมาณเพื่อให้เกิดประโยชน์สูงสุดและคุ้มค่า ให้บรรลุเป้าหมายและ
ผลสัมฤทธิ์ของงานตามแผนที่กาหนดไว้
(๘) ติดตามผล ประเมินผล และรายงานผลความสาเร็จของการดาเนินงานของส่วนราชการ
และรัฐวิสาหกิจต่อคณะรัฐมนตรี
(๙) จัดทารายงานการโอนเปลี่ยนแปลงงบประมาณเสนอต่อคณะรัฐมนตรี
(๑๐) เสนอแนะและให้ความเห็นต่อคณะรัฐมนตรีในด้านการงบประมาณและด้านอื่น ๆ ที่เกี่ยวข้อง
(๑๑) ปฏิบัติการอื่นใดตามที่กฎหมายกาหนดให้เป็นอานาจหน้าที่ของสานักงบประมาณหรือ
ตามที่คณะรัฐมนตรีหรือนายกรัฐมนตรีมอบหมาย
