ความเป็นมา
- พระบาทสมเด็จพระเจ้าอยู่หัวมีพระราชดำริเมื่อ พ.ศ. 2523และยังไม่มีหน่วยงานใดดำเนินการมาก่อน
- ดำเนินงานมาแล้วตั้งแต่ปี พ.ศ. 2523 แต่มีพระราชดำริใหม่เพิ่มเติม พ.ศ. 2528
- ทรงมีพระราชดำริ (พระบาทสมเด็จพระเจ้าอยู่หัว) กับนายพิศิษฐ์ วรอุไร ตำแหน่งอาจารย์และ หัวหน้าศูนย์บริการพัฒนาขยายพันธุ์ไม้ดอกไม้ผลบ้านไร่ฯ คนแรก สังกัด มหาวิทยาลัยเชียงใหม่ สถานที่ พระราชทานพระราชดำริ บ้านโรงวัว ตำบลแม่สอย อำเภอจอมทอง จังหวัดเชียงใหม่ เมื่อ พ.ศ. 2527

โดยสรุปประเด็นสำคัญดังนี้ "งานนี้เป็นประโยชน์ถึงประชาชนอย่างแท้จริงให้ขยายงานไปให้มากและหาคนให้มาช่วยงานเพิ่มขึ้น" พระราชกระแสรับสั่งนี้ พระราชทานหลังจากที่ได้เริ่มงานครั้งแรกโดยรับพระราชทาน พระราชทานทรัพย์ เมื่อ พ.ศ. 2523 เพื่อทดลองขยายพันธุ์ไม้ดอกไม้ผลและได้เริ่มทำแปลงสาธิตในหมู่บ้าน ที่บ้านไร่ หมู่ที่ 1 ตำบลบ้านแหวน อำเภอหางดง จังหวัดเชียงใหม่

วัตถุประสงค์ของโครงการ
1.เพื่อให้มีไม้ดอกไม้ผลพันธุ์ดีกระจายอยูตามหมู่บ้านในชนบท หากมีความต้องการหรือความจำเป็นก็สามารถขยายพันธุ์ออกปลูกเป็นจำนวนมากได้
2.เพื่อช่วยให้ราษฎรมีความสามารถในการขยายพันธุ์ไม้ดอกไม้ผล และอาจผลิตพันธุ์ไม้จำหน่ายเป็นอาชีพรองได้
3. เพื่ออนุรักษ์พันธุ์ไม้ดอกของไทย
4.เพื่อพัฒนาพันธุ์ไม้ดอกที่เหมาะสมกับสภาพแวดล้อมของไทย
5. เพื่อให้มีงานวิจัยด้านการพัฒนาพันธุ์ การขยายพันธุ์ การผลิต และการใช้ประโยชน์จากไม้ดอกไม้ผล
