1. ประหยัดเงินงบประมาณแผ่นดิน
2. มีความโปร่งใส
3. มีปัญหาในทางปฏิบัติตามมาน้อยที่สุด
4. มีส่วนร่วมของภาคีเครือข่ายของสถานศึกษา
