กรมโยธาธิการและผังเมืองได้ดำเนินการโครงการถนนคอนกรีตในหมู่บ้านโดยใช้แรงงานเป็นหลักงบประมาณปี พ.ศ. 2545 โดยใช้งบกลางค่าใช้จ่ายสำรองเพื่อกระตุ้นเศรษฐกิจเป็นเงิน 2,901.188 ล้านบาทจำนวน 3,364 สายทาง ระยะทาง 1,874.327 กิโลเมตร ดำเนินการตั้งแต่ 1 ตุลาคม 2545 ถึง 30 กันยายน 2546 โดยมีวัตถุประสงค์ของโครงการเพื่อแก้ไขปัญหาการจ้างงานนอกฤดูกาลเก็บเกี่ยวการทำนายและให้
ดำเนินการดังนี้
1. ใช้แรงงานท้องถิ่นเป็นหลักในการดำเนินการ
2. ให้ดำเนินโครงการในช่วงนอกฤดูทำนา เพื่อเป็นการสร้างเสริมรายได้ให้แก่เกษตรกร
