มหาวิทยาลัยขอนแก่น ได้มีโครงการจัดตั้ง คณะมนุษยศาสตร์ และ สังคมศาสตร์ขึ้น เนื่องจากเห็นว่าบุคคลที่สอนวิชาทางมนุษยศาสตร์และสังคมศาสตร์นั้น กระจัดกระจายอยู่ในหลายคณะด้วยกันได้แก่คณะศึกษาศาสตร์ คณะวิทยาศาสตร์และอักษรศาสตร์ ลักษณะดังกล่าวก่อให้เกิดความไม่เป็นเอกภาพทางวิชาการและการบริหารเช่นนี้ก่อให้เกิดปัญหาที่ติดตามมาหลายๆ ด้าน เช่นการทำงานซ้ำซ้อนกั้น การสูญเปล่า การขาดคุณภาพ และประสิทธิภาพในการสอน การขาดการพัฒนาบุคลากรทางด้านวิชาการ ตลอดจนเป็นอุปสรรคต่อความสามารถของมหาวิทยาลัยในการที่จะปฏิบัติภารกิจหลักในการผลิตบัณฑิต ให้การศึกษาค้นคว้าวิจัย บริการวิชาการแก่สังคม และทำนุบำรุงศิลปวัฒธนธรรมซึ่งเป็นหน้าที่หลักของมหาวิทยาลัยที่จะต้องกระทำเพื่อพัฒนาภูมิภาคตะวันออกเฉียงเหนือตามเจตนารมย์ในการก่อตั้ง มหาวิทยาลัย
เหตุผลที่สำคัญอีกประการหนึ่ง ในการจัดตั้งคณะมนุษยศาสตร์และสังคมศาสตร์ขึ้น คือบรรดาผู้เชี่ยวชาญชาวต่างประเทศที่มาช่วยงาน และมาเยี่ยมเยือนมหาวิทยาลัยได้เน้นให้เห็นความสำคัญของนักวิชาการด้านสังคมศาสตร์และมนุษยศาสตร์ ที่จะสามารถช่วยศึกษาและอธิบายปัญหาต่างๆ ที่ความรู้ทางวิทยาศาสตร์และเทคโนโลยีไม่สามารถตอบได้ ประกอบกับผู้บริหารของมหาวิทยาลัยในขณะนั้นได้เล็งเห็นความสำคัญของวิชาทางด้านมนุษยศาสตร์และสังคมศาสตร์ ว่าสามารถนำไปประยุกต์ใช้ควบคู่กับความรู้ทางวิทยาศาสตร์และเทคโนโลยีเพื่อพัฒนาภาคอีสานได้เป็นอย่างดี
ดังนั้น ในการประชุมคณบดี มหาวิทยาลัยขอนแก่น ครั้งที่ 16 เมื่อวันที่ 22 ธันวาคม 2519 จึงมีมติให้รวมหน่วยงานและบุคลากรที่ทำการสอนวิชาด้านมนุษยศาสตร์และสังคมศาสตร์ไว้ด้วยกัน เพื่อจัดตั้งเป็นคณะมนุษยศาสตร์และสังคมศาสตร์ โดยมีหน้าที่รับผิดชอบการเรียนการสอน ค้นคว้า และวิจัยด้านมนุษยศาสตร์และสังคมศาสตร์(ส่วนการผลิตบัณฑิตสาขาวิชาบรรณารักษศาสตร์ก็ยังคงให้ดำเนินการต่อไป)
จากมติที่ประชุมคณบดีดังกล่าว มหาวิทยาลัยขอนแก่นได้มีคำสั่งแต่ตั้งคณะกรรมการร่างโครงการจัดตั้งคณะมนุษยศาสตร์และสังคมศาสตร์ เมื่อวันที่ 19 กรกฎาคม 2520 คณะกรรมการร่างโครงการฯ ได้ดำเนินการจนบรรลุผลสำเร็จ โดยมีประกาศสำนักนายกรัฐนมตรี ลงวันที่ 30 พฤษภาคม 2521 แบ่งส่วนราชการภายในมหาวิทยาลัยขอนแก่น ซึ่งมีคณะมนุษยศาสตร์และสังคมศาสตร์รวมกันอยู่ด้วย ประกาศดังกล่าวลงในราชกิจจานุเบกษา เล่มที่ 95 ตอนที่ 72 หน้า 433-437 เมื่อวันที่ 18 กรกฎาคม 2521 ซึ่งวันดังกล่าวเป็นวันสถาปนาคณะมนุษยศาสตร์และสังคมศาสตร์
