ความคิดริเริ่มในการรวมกลุ่มอาเซียน (Initiative for ASEAN Integration หรือ IAI)เกิดขึ้นจากที่ผู้นำอาเซียนมีความเห็นร่วมกันในการลดช่องว่างการพัฒนาและเสริมสร้างความสามารถในการแข่งขันของอาเซียน จึงได้เสนอแนวคิดของ IAI ขึ้นระหว่างการประชุมสุดยอดอาเซียนเมื่อปี 2543 เพื่อนำไปสู่วัตถุประสงค์หลักประการหนึ่งของการรวมกลุ่มทางเศรษฐกิจของอาเซียน คือ การจัดตั้งประชาคมเศรษฐกิจอาเซียนให้สำเร็จแล้วสิ้นภายในปี 2558
สำหรับคณะทำงานของ IAI ประกอบไปด้วย ผู้แทนถาวรประจำอาเซียน ณ กรุงจาการ์ตา ประเทศอินโดนีเซีย รับผิดชอบการบริหารจัดการแผนงาน IAI ทั้งนี้อาเซียนได้จัดตั้งเวทีความร่วมมือเพื่อการพัฒนา (IAI Development Cooperation Forum) ขึ้น เพื่อเป็นเวทีที่เปิดโอกาสให้ประเทศคู่เจรจาของอาเซียนและประเทศผู้บริจาคอื่นเข้ามามีส่วนร่วมในการประชุมหารือการดำเนินงานตามแผนงาน IAI
ในระยะเริ่มต้น IAI มุ่งเน้นการพัฒนาไปยังประเทศสมาชิกใหม่ของอาเซียน เช่น กัมพูชา เมียนมาร์ สปป.ลาว และเวียดนาม นอกจากนี้ IAI ยังครอบคลุมงานในกลุ่มอนุภูมิภาค เช่น ลุ่มแม่น้ำโขง เขตเศรษฐกิจเอเชียตะวันออกบรูไนฯ-อินโดนีเซีย-มาเลเซีย-ฟิลิปปินส์ (BIMP-EAGA) และสามเหลี่ยมเศรษฐกิจอินโดนีเซีย-มาเลเซีย-ไทย (IMT-GT) อีกด้วย ซึ่งความคิดริเริ่มดังกล่าวจะเป็นตัวกระตุ้นให้ประเทศที่เกี่ยวข้องปฏิบัติตามพันธกรณีและเป้าหมายของอาเซียนโดยรวม
แผนงาน IAI ถูกแบ่งการดำเนินงานออกเป็น 2ระยะ สำหรับแผนงาน IAI ระยะแรก (ดำเนินการระหว่างปี 2545-2551) ได้รับการรับรองจากผู้นำอาเซียนในที่ประชุมสุดยอดอาเซียน ครั้งที่ 8 เมื่อปี 2545 ซึ่งได้กำหนดเรื่องความสำคัญแรกในการดำเนินการ ได้แก่ 1.โครงสร้างพื้นฐานด้านขนส่งและพลังงาน 2. การพัฒนาทรัพยากรมนุษย์ เช่น การเสริมสร้างศักยภาพของภาครัฐ แรงงานและการจ้างงาน และการศึกษาระดับสูงขึ้น
