อุทยานแห่งชาติเขาชะเมา-เขาวง มีพื้นที่ครอบคลุมท้องที่ อำเภอแกลง กิ่งอำเภอเขาชะเมา จังหวัดระยอง และอำเภอแก่งหางแมว จังหวัดจันทบุรี เป็นแหล่งท่องเที่ยวทางภาคตะวันออกของประเทศ มีสภาพป่าดงดิบที่สมบูรณ์ เป็นแหล่งกำเนิดต้นน้ำลำธารของจังหวัดระยอง มีสัตว์ป่าชุกชุม และมีธรรมชาติที่สวยงาม เช่น น้ำตก หน้าผา ถ้ำ ทิวทัศน์ตามธรรมชาติที่งดงาม อุทยานแห่งชาติเขาชะเมา-เขาวง มีเนื้อที่ประมาณ 52,300 ไร่ หรือ 83.68 ตารางกิโลเมตร

ความเป็นมา : ในคราวประชุมคณะกรรมการอุทยานแห่งชาติ ครั้งที่ 5/2517 เมื่อวันที่ 10 กรกฎาคม 2517 ที่ประชุมได้มอบให้กรมป่าไม้ไปดำเนินการตรวจสอบข้อมูลต่างๆ ของป่าเขาชะเมา-เขาวง ท้องที่จังหวัดจันทบุรี เพื่อจัดตั้งเป็นอุทยานแห่งชาติ และนายแพทย์บุญส่ง เลขะกุล เลขาธิการนิยมไพรสมาคม ได้มีหนังสือลงวันที่ 17 กรกฎาคม 2517 กับชมรมอนุรักษ์ทรัพยากรธรรมชาติ มหาวิทยาลัยศรีนครินทร์วิโรฒ ปทุมวัน ได้มีหนังสือ ที่ ชอธ. 020/2517 ลงวันที่ 22 กรกฎาคม 2517 ขอให้พิจารณาจัดตั้งบริเวณพื้นที่ป่าเขาชะเมา ซึ่งเป็นต้นน้ำลำธารของจังหวัดระยอง ประกอบด้วยพรรณไม้และสัตว์ป่านานาชนิด ให้เป็นอุทยานแห่งชาติเช่นกัน ในขณะเดียวกันหนังสือพิมพ์สยามรัฐ ฉบับวันที่ 20 สิงหาคม 2517 ได้ตีพิมพ์บทความ “ เสียงเรียกจากป่าเขาชะเมา ” เขียนโดย นายไพบูลย์ สุขสุเมฆ เรียกร้องให้พิจารณากำหนดป่าเขาชะเมา-เขาวง ให้เป็นวนอุทยานหรืออุทยานแห่งชาติเพื่อรักษาไว้ก่อนที่จะถูกบุกรุกทำลาย

กรมป่าไม้ ได้มีคำสั่ง ที่ 1017/2517 ลงวันที่ 30 สิงหาคม 2517 ให้เจ้าหน้าที่เข้าไปดำเนินการสำรวจแนวเขตป่าและสภาพพื้นที่ป่าเขาชะเมา-เขาวง ในท้องที่จังหวัดระยอง และจังหวัดจันทบุรี ปรากฏว่ามีสภาพเป็นป่าดงดิบเป็นต้นน้ำลำธาร สัตว์ป่าชุกชุมและธรรมชาติที่สวยงาม กองอุทยานแห่งชาติ กรมป่าไม้ ได้นำเสนอคณะกรรมการอุทยานแห่งชาติในการประชุม เมื่อวันที่ 4 เมษายน 2518 ซึ่งมีมติให้กำหนดบริเวณดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าเขาชะเมาในท้องที่ตำบลทุ่งควายกิน อำเภอแกลง จังหวัดระยอง และตำบลแก่งหางแมว อำเภอท่าใหม่ จังหวัดจันทบุรี และป่าเขาวงในท้องที่ตำบลกองดิน อำเภอแกลง จังหวัดระยอง และตำบลนายายอาม อำเภอท่าใหม่ จังหวัดจันทบุรี ให้เป็นอุทยานแห่งชาติ โดยประกาศในราชกิจจานุเบกษา เล่ม 92 ตอนที่ 267 ลงวันที่ 31 ธันวาคม 2518 เป็นอุทยานแห่งชาติลำดับที่ 13 ของประเทศไทย

ลักษณะภูมิประเทศ
บริเวณเขาชะเมาส่วนใหญ่ประกอบด้วยเทือกเขาสูงชัน เป็นสันเขา (Ridgetops) มีความลาดเทปานกลาง และพื้นที่ไหล่เขาค่อนข้างชัน มียอดเขาสูงสุด คือ ยอดเขาแผนที่ สูงจากระดับน้ำทะเลปานกลาง 1,024 เมตร และจุดต่ำสุดสูงจากระดับน้ำทะเลปานกลาง 51 เมตร ส่วนลักษณะภูมิประเทศบริเวณเขาวงเป็นแบบ Karst Topography เป็นลักษณะเขาลูกโดดหรือมียอดเขาหลายยอด เกิดจากการละลายตัวของหินปูน มีลักษณะแอ่งหินปูน หลุมยุบ และถ้ำ มียอดเขาสูงสุด อยู่สูงจากระดับน้ำทะเล 162 เมตร และจุดต่ำสุด สูงจากระดับน้ำทะเล 96 เมตร

ลักษณะภูมิอากาศ
อากาศในบริเวณอุทยานแห่งชาติเขาชะเมา-เขาวง ในตอนเช้ามีหมอกลงบ้างเป็นบางส่วนในพื้นที่ อากาศในตอนเช้าค่อนข้างหนาวและคาดว่าน่าจะหนาวขึ้นเรื่อยๆ ในช่วงตอนกลางวันมีลมพัดเย็นตลอดทั้งวัน

พืชพันธุ์และสัตว์ป่า
1. สภาพป่า พื้นที่บริเวณเขตเขาชะเมาส่วนใหญ่เป็นสังคมของป่าดิบชื้นมีพื้นที่ 54.47 ตารางกิโลเมตร สังคมป่าดิบเขามีพื้นที่ 7 ตารางกิโลเมตร สังคมป่าดิบแล้งมีพื้นที่ 5.61 ตารางกิโลเมตร ส่วนบริเวณพื้นที่ป่าเขาวง ส่วนใหญ่เป็นสังคมของพื้นที่ป่าดิบชื้นโดยมีพื้นที่ 2.62 ตารางกิโลเมตร รองลงมาคือสังคมป่าเขาหินปูน มีพื้นที่ 1.42 ตารางกิโลเมตร และพบป่าดิบแล้ง เป็นพื้นที่ 0.36 ตารางกิโลเมตร

จากการศึกษาและสำรวจข้อมูลด้านสัตว์ป่าในพื้นที่พบว่ามีจำนวนของสัตว์ป่าไม่น้อยกว่า 137 ชนิด จาก 113 สกุล ใน 70 วงศ์ แบ่งเป็น 4 กลุ่ม ดังนี้
2.1 สัตว์ป่าสะเทินน้ำสะเทินบก มีไม่น้อยกว่า 10 ชนิด จาก 5 สกุล ใน 4 วงศ์
2.2 สัตว์เลื้อยคลานมีไม่น้อยกว่า 24 ชนิด จาก 20 สกุล ใน 12 วงศ์
2.3 นก มีไม่น้อยกว่า 68 ชนิด จาก 58 สกุล ใน 32 วงศ์
