อุทยานแห่งชาติน้ำตกซีโป มีพื้นที่ครอบคลุมในท้องที่ตำบลดุซงญอ ตำบลกาลิซา ตำบลเฉลิม ตำบลมะรือโบตก ตำบลตะมะยูง ตำบลซากอ ตำบลศรีบรรพต ตำบลเชิงคีรี อำเภอจะนะ อำเภอระแงะ อำเภอรือเสาะ อำเภอศรีสาคร จังหวัดนราธิวาส ลักษณะภูมิประเทศเป็นเทือกเขาสูงสลับซับซ้อน สภาพป่าอุดมสมบูรณ์ประกอบด้วยป่าดงดิบชื้น เป็นแหล่งที่อยู่อาศัยของสัตว์ป่านานาชนิด และมีจุดเด่นที่น่าสนใจ เช่น น้ำตกไอร์ซือดอ น้ำตกยากาบองอ เป็นแหล่งธรรมชาติที่สวยงามของจังหวัดนราธิวาส เนื้อที่ประมาณ 180,518ไร่ หรือ 288.83 ตารางกิโลเมตร
ความเป็นมา: ตามคำสั่งกรมป่าไม้ที่ 1055/2539 ได้ให้ นายสุธน จันทร์สว่าง เจ้าพนักงานป่าไม้ 5 ส่วนอุทยานแห่งชาติ หัวหน้าวนอุทยานน้ำตกซีโป ไปดำเนินการสำรวจข้อมูลรายละเอียดเกี่ยวกับสภาพป่า การถือครองที่ดิน การใช้ประโยชน์ที่ดิน พื้นที่บริเวณป่าโครงการไม้กระยาเลยฝั่งขวาแม่น้ำสายบุรี ซึ่งเป็นพื้นที่เดียวกันกับวนอุทยานน้ำตกซีโป ซึ่งกรมป่าไม้ขึ้นทะเบียนเป็นวนอุทยานปี 2519 จากรายงานการสำรวจเบื้องต้น ตามหนังสือวนอุทยานน้ำตกซีโป อำเภอระแงะ จังหวัดนราธิวาส ที่ กษ. 0712.3/(ซป)/41 ลงวันที่ 1 มิถุนายน 2538 สำนักอนุรักษ์ทรัพยากรธรรมชาติได้พิจารณาแล้วเห็นว่า สภาพพื้นที่บริเวณป่าโครงการไม้กระยาเลยฝั่งขวาแม่น้ำสายบุรี และวนอุทยานน้ำตกซีโป มีความเหมาะสมที่จะจัดตั้งเป็นอุทยานแห่งชาติ ตามมาตรา 6 แห่งพระราชบัญญัติอุทยานแห่งชาติ พ.ศ. 2504 โดยให้ใช้ชื่ออุทยานแห่งชาติดังกล่าว และได้เสนอผ่านที่ประชุมคณะกรรมการอุทยานแห่งชาติแล้ว

ปัจจุบันกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืชกำลังรวบรวมข้อมูลเพื่อดำเนินการร่างพระราชกฤษฎีกากำหนดเป็นอุทยานแห่งชาติต่อไป


ลักษณะภูมิประเทศ
เป็นภูเขาสูงหลายลูกสลับซับซ้อน เรียงตัวจากทิศเหนือถึงทิศใต้มีความสูงชัน พื้นที่บางส่วนเป็นพื้นที่ราบ ยอดเขาสูงสุดของพื้นที่อุทยานแห่งชาติ คือ ยอดเขาแมะแต อาณาเขตทิศเหนือจดตำบลลาโล๊ะ อำเภอรือเสาะ จังหวัดนราธิวาส ทิศใต้จดตำบลดุซงญอ อำเภอจะแนะ จังหวัดนราธิวาส ทิศตะวันออกจดตำบลเฉลิม ตำบลกาลิซา อำเภอระแงะ และทิศตะวันตกจด ตำบลตะมะยุง ตำบลซากอ ตำบลศรีบรรพต ตำบลเชิงคีรี อำเภอศรีสาคร จังหวัดนราธิวาส


ลักษณะภูมิอากาศ

สภาพภูมิอากาศทั่วไปมี 2 ฤดูกาล คือ ฤดูฝน ระหว่างเดือน พฤษภาคม-ธันวาคม และฤดูร้อน ระหว่างเดือน มกราคม-เมษายน อุณหภูมิเฉลี่ยทั้งปี 27oC ปริมาณน้ำฝนเฉลี่ย 2,500 มิลลิเมตร

เนื่องจากพื้นที่ป่าของอุทยานแห่งชาติเป็นป่าดงดิบชื้นมีฝนตกตลอดปี จึงมีสัตว์ป่าชนิดต่างๆ อาศัยอยู่เป็นจำนวนมากซึ่งประกอบด้วย ลิง ค่าง เก้ง กระจง กวางป่า เม่น นางอาย ชะมด พญากระรอก นกเงือก นกขุนทอง เหยี่ยว นกดุเหว่าผา เป็นต้น นอกจากนี้ยังมีสัตว์น้ำต่างๆ อีกมาก
