บทความนี้มีวัตถุประสงค์เพื่อศึกษาประสิทธิผล ปัญหาและอุปสรรคของโครงการพัฒนาศักยภาพหมู่บ้าน/ชุมชน (SML) ตำบลเทพนคร อำเภอเมืองกำแพงเพชร จังหวัดกำแพงเพชร 3 ด้าน คือ ด้านการส่งเสริมการมีส่วนร่วมคิด-ร่วมทำ การเสริมสร้างและส่งเสริมประชาธิปไตย และการเสริมสร้างและปลูกจิตสำนึกในการบริหารงานงบประมาณ โดยศึกษาจากกลุ่มตัวอย่างที่เป็นประชาชนในพื้นที่ อายุ 15 ปีขึ้นไป จำนวน 377 คน เครื่องมือในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า
ระดับความคิดเห็นโดยรวมทั้ง 3 ด้าน มีประสิทธิผลอยู่ในระดับน้อย เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการส่งเสริมการมีส่วนร่วมคิด – ร่วมทำ อยู่ในระดับน้อย ด้านการเสริมสร้างและส่งเสริมประชาธิปไตย อยู่ในระดับปานกลาง และด้านการเสริมสร้างและปลูกจิตสำนึกในการบริหารงบประมาณ อยู่ในระดับน้อย ปัญหาและอุปสรรคที่พบในการศึกษา พบว่า ด้านการส่งเสริมการมีส่วนร่วมคิด-ร่วมทำ ประชาชนยังขาดความรู้ความเข้าใจเกี่ยวกับโครงการพัฒนาศักยภาพหมู่บ้าน/ชุมชน (SML) การประชาสัมพันธ์ไม่ทั่วถึง ประชาชนแบ่งฝ่ายออกเป็นกลุ่ม ด้านการเสริมสร้างและส่งเสริมประชาธิปไตย พบว่าประชาชนที่ไม่ได้เข้าร่วมประชาคมเพื่อนำเสนอความคิดเห็น และร่วมลงมติในโครงการแก้ไขปัญหาความเดือดร้อน เนื่องจากเวลานัดหมายในการประชาคมเป็นเวลาที่ประชาชนยังไม่กลับจากการทำงานปกติ และบางส่วนเหน็ดเหนื่อยจากการทำงานทำให้ไม่อยากเข้าร่วมประชุม นอกจากนี้ ประชาชนยังเชื่อว่าในการนำเสนอโครงการ มีการกำหนดและคัดเลือกโครงการไว้ก่อนแล้ว ดังนั้นในการจัดประชาคมจึงเป็นเพียงการหาเสียงสนับสนุนในการประชาคมเพื่ออนุมัติโครงการเท่านั้น สำหรับด้านการและปลูกจิตสำนึกในการบริหารงบประมาณ พบว่า ประชาชนไม่มีส่วนร่วมในการตรวจสอบการใช้งบประมาณ และไม่มีความรู้เรื่องระเบียบ ข้อบังคับในด้านการจัดซื้อจัดจ้าง
