อุทยานแห่งชาติน้ำตกเต็ดสาวน้อย (สำรวจ) มีพื้นที่ ครอบคลุมในท้องที่ อำเภอมวกเหล็ก อำเภอวังม่วง จังหวัดสระบุรี และอำเภอปากช่อง จังหวัดนครราชสีมา มีเนื้อที่ประมาณ 29,755 ไร่ โดยอยู่ในเขตจังหวัดสระบุรี 27,210 ไร่ และจังหวัดนครราชสีมา 2,245 ไร่

     ประวัติความเป็นมา เดิมคือ วนอุทยานน้ำตกเจ็ดสาวน้อย สำหรับชื่อน้ำตกเจ็ดสาวน้อยได้มาจากชื่อหมู่บ้านที่อยู่ด้านทิศเหนือของ น้ำตกที่มีชื่อว่า "บ้านสาวน้อย" เมื่อจากหน้าที่ป่าไม้ได้เข้ามาสำรวจพื้นที่เพื่อจัดตั้งวนอุทยานได้พบน้ำตก มีจำนวน 7 ชั้น ในบริเวณพื้นที่ดังกล่าว ดังนั้นจึงได้ตั้งชื่อน้ำตกว่า "น้ำตกเจ็ดสาวน้อย" ตามชื่อหมู่บ้านและจำนวนชั้นของน้ำตกที่ค้นพบ (บ้างก็ว่าชื่อของ "น้ำตกเจ็ดสาวน้อย" มีที่มาของชื่อตามคำบอกเล่าของชาวบ้านว่ามีนักท่องเที่ยวซึ่งเป็นหญิงสาว ทั้งหมดจำนวน 7 คน มาเล่นน้ำที่น้ำตกแห่งนี้แล้วจมน้ำเสียชีวิตพร้อมกันทั้งหมด แต่บางคนก็ว่า เดิมทางทิศเหนือของน้ำตกมีหมู่บ้านชื่อว่า "บ้านเสาน้อย" ซึ่งต่อมาได้เรียกเพี้ยนเป็นสาวน้อย)

     เมื่อวันที่ 5 กันยายน 2521 สำนักงานป่าไม้เขตนครราชสีมาได้สำรวจพื้นที่บริเวณน้ำตกเจ็ดสาวน้อยเพื่อจัด ตั้งเป็นวนอุทยาน เนื้อที่ที่สำรวจไว้เดิมมี 500 ไร่ แต่ต่อมาเอกชนออกเอกสารสิทธิ์ที่ดินจำนวน 50 ไร่ จึงเหลือเนื้อที่อยู่เพียง 450 ไร่ และทำการสำรวจเพิ่มเติมป่าสงวนแห่งชาติดงพญาเย็นอีกประมาณ 487.5 ไร่ รวมเป็นเนื้อที่ที่จะผนวกประมาณ 937.5 ไร่ กรมป่าไม้ได้ทำการสำรวจลำห้วยมวกเหล็ก ซึ่งเป็นลำห้วยที่เกิดจากป่าเขาใหญ่ อำเภอปากช่อง จังหวัดนครราชสีมา ไหลรวมกับแม่น้ำป่าสักที่ตำบลวังม่วง อำเภอมวกเหล็ก (ปัจจุบันคืออำเภอวังม่วง) จังหวัดสระบุรี เนื่องจากเป็นลำน้ำที่ไหลผ่านที่ราบสูงตอนบนของจังหวัดสระบุรีผ่านทิวเขา สลับซับซ้อนของหุบเขาซึ่งไม่สูงมากนักจึงเป็นเหตุที่ทำให้เกิดน้ำตกชั้น เตี้ยๆ เป็นจำนวนมากแต่เป็นน้ำตกที่มีความงดงามตามธรรมชาติที่แปลกออกไปจากน้ำตก แหล่งอื่นๆ มองดูคล้ายกับสายน้ำที่ไหลผ่านสันเขื่อนที่มนุษย์สรรค์สร้างขึ้นไหลเป็นแนว กว้าง ประกอบกับเป็นน้ำตกที่มีสายน้ำไหลตลอดปี กรมป่าไม้จึงได้ประกาศจัดตั้งเป็น “วนอุทยานน้ำตกเจ็ดสาวน้อย” เมื่อวันที่ 21 พฤษภาคม 2523 อยู่ในท้องที่อำเภอมวกเหล็ก จังหวัดสระบุรี และอำเภอปากช่อง จังหวัดนครราชสีมา อยู่ในเขตป่าสงวนแห่งชาติป่าทับกวาง-มวกเหล็ก แปลง 1 และป่าสงวนแห่งชาติป่าดงพญาเย็น มีเนื้อที่ประมาณ 540 ไร่

     ต่อมา นายปลอดประสพ สุรัสวดี อธิบดีกรมป่าไม้ ได้มาตรวจเยี่ยมวนอุทยานน้ำตกเจ็ดสาวน้อยเมื่อเดือนมิถุนายน 2545 ได้เห็นการพัฒนาของวนอุทยาน ประกอบกับมีนักท่องเที่ยวเข้ามาท่องเที่ยวเป็นจำนวนมาก จึงได้มอบนโยบายว่า “ควรจะขยายพื้นที่ตามลำธารเพิ่มเติมเพื่อให้เพียงพอต่อการรองรับนักท่อง เที่ยว และให้ทำการสำรวจพื้นที่เพิ่มเติม โดยให้ศึกษาข้อมูลด้านนิเวศวิทยา และข้อมูลพื้นฐานในการจัดการในด้านต่างๆ ทั้งนี้เพื่อหาความเป็นไปได้ในการกำหนดพื้นที่และวางแผนการจัดตั้งเป็น อุทยานแห่งชาติ” สำนักอุทยานแห่งชาติ กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช พิจารณาแล้ว เห็นสมควรกำหนดพื้นที่ป่าสงวนแห่งชาติป่าทับกวาง และป่ามวกเหล็ก แปลงที่ 1 อำเภอมวกเหล็ก และอำเภอวังม่วง จังหวัดสระบุรี รวมพื้นที่วนอุทยานน้ำตกเจ็ดสาวน้อย อำเภอปากช่อง จังหวัดนครราชสีมา และอำเภอมวกเหล็ก จังหวัดสระบุรี เนื้อที่ประมาณ 17,540 ไร่ เป็นอุทยานแห่งชาติน้ำตกเจ็ดสาวน้อย
