นักวิชาการมหิดลเสนอผลวิจัย 'คนไทยสูบบุหรี่' พบในรอบ 20 ปี อัตราสูบลดลงจาก 32.0 เหลือ 21.4 ชี้นอกจากคุมยาสูบตามกรอบอนุสัญญาแล้ว ต้องเร่งสกัดนักสูบหน้าใหม่ที่เป็นเด็ก และเยาวชนให้ได้
          ดร.ศรัณญา เบญจกุล คณะสาธารณสุขศาสตร์ มหาวิทยาลัยมหิดล เปิดเผยการสำรวจสถานการณ์ การบริโภคยาสูบของคนไทยที่มีอายุตั้งแต่ 15 ปีขึ้นไป ในรอบ 20 ปีที่ผ่านมา (พ.ศ. 2534 – 2554) พบว่า อัตราการสูบลดลงจากร้อยละ 32.0 เหลือร้อยละ 21.4 โดยจำนวนผู้สูบบุหรี่รวมลดลงจาก 12.26 ล้านคน เป็น 11.51 ล้านคน แต่ในรอบ 5 ปีสุดท้าย (พ.ศ.2549 – 2554) ผลการสำรวจกลับพบการเปลี่ยนแปลงมีแนวโน้มลดลงช้ากว่าช่วงแรก โดยลดจากร้อยละ 21.9 ในปี 2549 เป็นร้อยละ 21.4 ในปี 2554
         ทั้งนี้ ได้พยากรณ์อัตราการสูบบุหรี่ของคนไทย ตั้งแต่ปี 2554 - 2568 พบว่า ตามแนวโน้มที่ผ่านมา อัตราการสูบบุหรี่ของประชากรไทยที่มีอายุตั้งแต่ 15 ปีขึ้นไป จะลดลงเฉลี่ยปีละ 0.23% โดยลดลงจากร้อยละ 20.3 เป็นร้อยละ 17.5 และจะมีผู้สูบบุหรี่เท่ากับ 10.5 ล้านคน ในปี พ.ศ. 2568 ลดลงน้อยกว่าเป้าหมายของมติที่ประชุมสมัชชาสหประชาชาติ ที่ตั้งเป้าหมายระดับโลก (Global target) ไว้ว่าแต่ละประเทศควรลดการสูบบุหรี่ลง ให้ได้ร้อยละ 30 ภายในปี 2568 เพื่อลดจำนวนผู้ป่วยโรคเรื้อรัง ที่เกิดจากการสูบบุหรี่ นั่นหมายความว่า นับตั้งแต่ปี 2554 ไปอีก 15 ปีข้างหน้า อัตราการสูบบุหรี่ของคนไทย ควรจะลดลงเหลือร้อยละ 15 (แทนที่จะเป็นร้อยละ 17.5) หากประเทศไทยต้องลดอัตราการสูบบุหรี่ให้เหลือร้อยละ 15 เราจะต้องทำให้อัตราการสูบบุหรี่ลดลง 0.44% ต่อปี (แทนที่จะเป็น 0.23%) ซึ่งจะทำให้จำนวนผู้สูบบุหรี่ลดเหลือ 9.0 ล้านคน

          ศ.นพ.ประกิต บอกอีกว่า เนื่องจากบุหรี่นำเข้าจากต่างประเทศ ไม่ได้ใช้ใบยาสูบไทย ปัจจัยสำคัญอีกปัจจัยหนึ่งคือราคาใบยาสูบไทย ซึ่งหากต้นทุนการผลิตสูงขึ้น บริษัทบุหรี่ก็จะหันไปซื้อใบยาจากประเทศอื่นที่ราคาถูกกว่า ทำให้ชาวไร่ยาสูบได้รับผลกระทบ ดังเช่นที่เกิดขึ้นกับประเทศมาเลเซีย ที่จำนวนชาวไร่ยาสูบลดลงจาก 23,020 ครัวเรือนในปี พ.ศ.2543 เหลือ 2,428 ครัวเรือนในปี พ.ศ.2555 และแนวโน้มคือมาเลเซียจะ ไม่มีการทำไร่ยาสูบเลยในอีกสิบปีข้างหน้า เพราะโรงงานผลิตบุหรี่ในมาเลเซียทั้งฟิลลิป มอร์ริส และเจแปนโทแบคโก หันไปซื้อใบยาสูบจากประเทศอื่นในอาเซียนที่มีราคาถูกกว่าใบยาสูบของมาเลเซีย
