ความเป็นมาของโครงการ :
- วันที่ 8 กรกฎาคม 2548 นายคมสัน จิตมั่น สมาชิกสภาองค์การบริหารส่วนจังหวัดลำปาง เขตอำเภอแม่ทะได้ร้องขอความอนุเคราะห์งบประมาณก่อสร้างอ่างเก็บน้ำแม่ยอนตอนบน ผ่านที่ปรึกษานายกรัฐมนตรี นายพินิจ จันทรสุรินทร์ เพื่อแก้ไขปัญหาภัยแล้งและบรรเทาอุทกภัยในเขตพื้นที่
- วันที่ 18 กุมภาพันธ์ 2552 นายกเทศมนตรีตำบลสิริราช ตำบลสันดอนแก้ อำเภอแม่ทะ ได้ขอพระราชทานโครงการก่อสร้างอ่างเก็บน้ำห้วยแม่ยอนตอนบน และทรงพระกรุณาโปรดเกล้าฯรับไว้เป็นโครงการอันเนื่องมาจากพระราชดำริเมื่อวันที่ 6 พฤษภาคม 2254 ตามหนังสือที่ รล 0008.4/7251
- กรมชลประทานโดยสำนักงานก่อสร้าง 2 สำนักพัฒนาแหล่งน้ำขนาดกลาง จัดเข้าแผนงานก่อสร้างในปีงบประมาณ 2556
