การจ้างคนงานต่างชาติชั่วคราว (TFW) จัดเป็นทางเลือกสุดท้ายที่นายจ้างสามารถทดแทนภาวะการขาดแคลนแรงงาน ซึ่งชาวแคนาดาไม่สามารถที่จะเติมเต็มงานในตำแหน่งนั้นๆได้ ซึ่งเมื่อวันที่ 31 ธันวาคม 2013, รัฐมนตรีว่าการกระทรวงแรงงานและการพัฒนาสังคมแคนาดา ( ESDC ) ได้ออกข้อกำหนดไว้สามข้อ ซึ่งหนึ่งในนั้น คือ การปฏิเสธ/ระงับการขอใบอนุญาติจ้างแรงงานต่างชาติ ( LMO ) ถ้ามีข้อมูลที่แสดงให้เห็นว่า การจ้างงานของคนงานต่างชาติจะมีผลกระทบอย่างมีนัยสำคัญต่อตลาดแรงงานของประเทศแคนาดา

หลังจากการวิเคราะห์อย่างระมัดระวังของข้อมูลใหม่ รวมทั้งข้อมูลที่ได้จากชาวแคนาดา ผ่าน Service Canada Confidential Tip Line รัฐมนตรีว่าการกระทรวงแรงงานและการพัฒนาสังคมแคนาดา ได้ให้เจ้าหน้าที่ประกาศพักโปรแกรมคนงานต่างชาติชั่วคราว ในกลุ่มอาชีพที่ให้บริการด้านอาหาร
