- ดำเนินการวางแผน และสรรหาคัดเลือกบุคลากร เพื่อบรรจุแต่งตั้งผู้มีความรู้ ความสามารถเป็นเจ้าหน้าที่ ตลอดจนการประกาศโฆษณารับสมัครงาน การรับสมัครงาน การสัมภาษณ์ การทำสัญญา และการปฐมนิเทศน์

- จัดกิจกรรมถ่ายทอดความรู้ หรือกิจกรรมที่เกี่ยวกับการพัฒนาบุคลากร เพื่อให้สนับสนุนให้เกิดองค์กรแห่งการเรียนรู้
- พัฒนา และจัดทำฐานข้อมูลที่เกี่ยวกับการพัฒนาบุคลากร
- จัดทำคู่มือมาตรฐาน หรือแนวทางการดำเนินงานในด้านการสรรหาคัดเลือกบุคลากร และการพัฒนาบุคลากร
- ประสานงานกับหน่วยงานภายในและภายนอก และสร้างเครือข่ายการทำงาน
