นับตั้งแต่อดีตจนถึงปัจจุบันประเทศไทยประสบกับสภาวะการเกิดอุทกภัยที่รุนแรงหลายครั้งด้วยกันซึ่งมูลค่าความเสียหายแต่ละปีหลกพันล้านถึงหลักหมื่นล้าน โดยสถิติย้อนหลัง 20 ปีตั้งแต่ปี 2532-2553 ประเทศไทยได้รับความเสียหายจากนํ้าท่วมเป็นมูลค่ารวม 1.3 แสนล้านบาท ปี ที่ได้รับความเสียหายมากที่สุดคือปี 2553 มูลค่า 16,338 ล้านบาท หรือเสียหายมากที่สุดในรอบ 20 ปีรองลงมา ปี 2545 มูลค่า 13,385 ล้านบาท และปี 2532 มูลค่า 11,739 ล้านบาท ปี 2543 มูลค่า 10,032 ล้านบาท โดยความเสียหายครอบคลุมทั้งด้านชีวิตและทรัพย์สิน อาทิราษฎรเดือดร้อนและเสียชีวิตอาคารโรงแรม โรงเรียน พื้นที่การเกษตรได้รับความเสียหาย (กรมป้องกันและบรรเทาสาธารณภัย, 2554)
