อนุสรณ์สถานประชาชน-อีสานใต้ สร้างขึ้นเพื่อบรรจุอัฐิของประชาชนที่เสียชีวิตจากการต่อสู้ในเขตป่าเขา เพื่อต่อต้านรัฐบาลเผด็จการ ในช่วงปี พ.ศ. 2519-2523 ประชาชนที่เสียชีวิตเหล่านี้ มีทั้งขาวนา ชาวไร่ นิสิตนักศึกษา ที่หลบหนีภัยเข้าป่าหลังเหตุการณ์ 6 ตุลาคม 2519 โดยเข้าร่วมกับพรรคคอมมิวนิสต์แห่งประเทศไทย (พคท) ในการต่อต้านรัฐบาลเผด็จการ
