วัตถุประสงค์ของการวิจัยครั้งนี้เพื่อ 1). หาองค์ประกอบการประเมินผลการปฏิบัติงานของครูโรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น 2). พัฒนารูปแบบการประเมินผลการปฏิบัติงานของครูโรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น และ 3). เพื่อประเมินรูปแบบการประเมินผลการปฏิบัติงานของครูโรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น ประชากร เป็นผู้บริหารสถานศึกษา ครู สังกัดองค์กรปกครองส่วนท้องถิ่น กลุ่มการศึกษาที่ 3 (ภาคกลางตอนกลาง) 5 จังหวัด ได้แก่ ปราจีนบุรี นครนายก สระแก้ว ฉะเชิงเทรา สมุทรปราการ จำนวน 2,856 คน
