แนวพระราชดำริ :

พระบาทสมเด็จพระเจ้าอยู่หัว ทรงมีพระราชดำริให้ดำเนินการพัฒนาพื้นที่ราบเชิงเขาตามแนวเทือกเขาบรรทัด โดยทรงพระราชทานแนวทางพัฒนา 3 ด้าน คือ พัฒนาด้านที่อยู่อาศัย พัฒนาด้านการส่งเสริมการประกอบอาชีพ และพัฒนาจิตใจของราษฏร และทรงโปรดเกล้าให้ ม.จ. จักรพันธุ์ เพ็ญศิริ จักรพันธุ์ องค์มนตรีประสานงานกับกระทรวงเกษตรและสหกรณ์ กระทรวงกลาโหม กระทรวงทบวงกรมต่างๆ ที่เกี่ยวข้องกับการพัฒนาตามพระราชดำริ ดำเนินการวางโครงการพัฒนาพื้นที่ราบเชิงเขา จังหวัดปราจีน จังหวัดสระแก้ว ตามพระราชดำริขึ้นในปี พ.ศ. 2521 โดยแต่งตั้งคณะกรรมการโครงการพัฒนาพื้นที่ราบเชิงเขา และดำเนินการแบ่งพื้นที่ราบเชิงเขาบรรทัด และต่อมาในปี พ.ศ. 2522 คณะกรรมการโครงการพัฒนาพื้นที่ราบเชิงเขา มีมติให้ขยายพื้นที่พัฒนาออกไปอีก
